The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to award a three (3) year fixed-price Indefinite Delivery/Indefinite Quantity type contract for the procurement of a maximum quantity of 66 Argon Corporation Keyboard Video Mouse (KVM) Switches, Part Number (P/N): KVM-DAH-001, and a maximum quantity of 66 Argon Corporation KVM associated 2-Button Remote Controllers, P/N BB2-DAH-001, under a limited source competitive procurement. The solicitation will be open to the Original Equipment Manufacturer (OEM) Argon Corporation of Great Neck, NY (Cage Code 0M450) and authorized Argon Corporation distributors only. The above referenced Argon switches and controller will be used in support of Fire Scout Unmanned Aerial Vehicle (UAV) Ground Control Segments (GCS).
The Fire Scout GCS is the ground, or ship, based operator station for the Fire Scout UAV. The Argon Corporation Keyboard Video Mouse (KVM) Switches, P/N: KVM-DAH-001, are an integral component of the GCS design and allows the air vehicle operator to control multiple computers from a single keyboard, video monitor and mouse console. The Argon Corporation KVM associated 2-Button Remote Controllers, P/N BB2-DAH-001, are also an integral component of the system as designed, and allow the KVM switches to be controlled even when not easily accessible by the air vehicle operator. Both the KVM Switches (Argon P/N: KVM-DAH-001) and associated 2-Button Remote Controllers (Argon P/N: BB2-DAH-001) are required by the established design and the master parts list for the Fire Scout UAV GCS system, are the only known components that meet the required form, fit, and function of the Fire Scout UAV GCS system, and are the only components that have been tested, certified and approved for use in the Fire Scout UAV GCS systems.
It is anticipated that Solicitation N68335-15-R-0216 will be posted at www.FedBid.com on or about 31 July 2015. The Government will be conducting an online competitive reverse auction, which will be facilitated by the third-party reverse auction provider, FedBid, Inc.
All responsible Offerors that respond to this solicitation MUST submit their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data, or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. The Government intends to procure the above items under the authority of 41U.S.C. 1901, Simplified acquisition procedures (Test Program for Certain Commercial Items), as implemented in FAR 13.501. The Government does not anticipate procuring data rights and competitive drawing package for this effort as the Original Equipment Manufacturer (OEM) is unwilling to sell their data rights. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. Responses must be received within fifteen (15) days of publication of this notice.
