Product Family Pre-Solicitation Synopsis and

Industry Day Announcement

The Southwest Regional Maintenance Center (SWRMC) intends to competitively solicit and award a Cost-Plus Fixed-Fee with Cost-Only CLINs for Materials and Travel for Product Family Services. The SWRMC I-Level Product Family Support contract requires the selected Offeror (Contractor) to provide engineering, technical, training, installation, repair and program support services. The contractor shall provide forward thinking, innovative, and well integrated/coordinated support for all SWRMC task areas that best supports SWRMC’s vision to be the Navy’s premier maintenance organization. The contractor shall supply a full range of technical and repair support services across all of SWRMC’s Product Families. The support team shall align itself to support the Government staff in a most cost effective mix and number of support personnel with an adaptable, flexible structure that is best suited to accomplishing both planned and emergent tasks. The contractor will be required to have support facilities within the Continental United States (CONUS), though the majority of support will be performed at SWRMC facilities aboard Naval Base San Diego.

Performance will be formally assessed using annual Contractor Performance Assessment Reports (CPARS).  In addition, a Quality Assurance Surveillance Plan (QASP) will be used to assess performance throughout the task order term. Work may involve overtime or travel.

This requirement is a follow-on to N55236-13-C-0013 with Epsilon Systems Solutions. The prospective contract will have a base period of twelve (12) months and four (4) one-year options. The NAICS code is 336611. The award will be based on best value competition.

An Industry Day will be held for this solicitation on Tuesday, April 15, from 1200 to 1600 at Southwest Regional Maintenance Center, in the Blue and Gold conference room, located in Waterfront Recreation Center, 3455 Senn Rd, Naval Base Bldg 45 Pier 2 San Diego, CA. Industry Day is open to interested, prospective offerors and will include a briefing on the requirements and contracting process. Government personnel will be available to answer questions. In addition to familiarizing Industry with this procurement, the Government desires to ascertain whether sufficient breadth of capability exists to conduct this procurement as a competitive small business set-aside.

Reservations are required to attend this event. All interested parties must submit SWRMC visit requests to Andrew Mansfield at andrew.j.mansfield@navy.mil by COB April 14, 2014.

A draft Request For Proposal (RFP) describing the Government's requirements is attached to this notice. Industry feedback on the draft RFP is encouraged, and may be sent to the point of contact for this procurement; Anthony Nguyen, Contract Specialist, at anthony.t.nguyen@navy.mil; anytime before April 14, 2014. Contract award is expected in 4th Qtr. GFY 14.
