About this opportunity
NASA's Shared Services Center is requesting quotes for a Hydraulic Fluid Test Set comprised of a portable particle counter and integrated sampler bottles for hydraulic testing applications. The equipment must be new and meet strict technical specifications, including a high-precision LED light extinction optical particle counter with lithium-ion rechargeable battery (minimum 8-hour runtime), particle sizing capabilities at seven different micron levels (>4, >6, >14, >21, >25, >38, and >70 microns), and compatibility with SKYDROL phosphate ester fluids and military hydraulic standards. Key requirements include support for multiple analysis standards (AS4059, ISO 4406, NAS 1638, GBT14039, and GOST 17216), operation across fluid temperatures of 41-176°F and ambient temperatures of 14-176°F, pressure accommodation from 24-6000 psi, and data storage capacity for minimum 3500 tests. Award will be made to the lowest price technically acceptable offer that demonstrates capability to meet all solicitation requirements. Critical deadlines include April 17, 2026 by 12:00 p.m. CT for submission of all contractual and technical questions via email to Tracy Bremer, and April 21, 2026 by 4:00 p.m. CT for quote submission with quotes valid for 30 days and NET 30 payment terms.
This is a total small business set-aside solicitation with no incumbent contractor identified. The RFQ does not specify an award value or budget range. The particle counter must not exceed 22 lbs with dimensions of 18.5" x 14" x 6.7", while the accompanying bottle sampler must accommodate 550 ml and 110 ml capacities, operate at chamber pressures of 8.85-65.3 psi with visual pressure indicator, and weigh maximum 20 lbs with dimensions of 10.5" x 13.5" x 14". Delivery is required FOB Edwards, California with estimated arrival no later than May 2026. All offerors must be registered in SAM.gov, provide CAGE Code/UEI information, and specify ARO delivery time to be considered for award.
