Notice text
NOTICE OF INTENT TO SOLE SOURCE / LIMIT SOURCES
NIOSH has a requirement that includes all related work for replacement of a non-working 30-year old HVAC system and controls in Building 140 as well as all related work for replacement of a non-working head end DDC control system in Building 37. Both systems must provide for connection to newer existing Siemens control systems on site.
The CDC intends to award a limited-source General Services Administration (GSA) order predominantly containing GSA Schedule items with incidental open market items in order to satisfy the entire requirement. The authority for this action is Federal Acquisition Regulation (FAR) Subsection 8.405-6(a)(1)(i); in particular, the supplies or services are unique or highly specialized and in the interest of economy and efficiency the new work is a logical follow-on to a prior related requirement. Consideration of schedule contractors will be restricted to fewer than three contractors and / or the item or service of one manufacturer (Siemens Industry, Inc. / GS-07F-217CA).
This notice of intent is not a request for competitive offers / quotations. This is only an opportunity to provide specific and convincing information that the requirement should instead be competed and the respective capabilities of the responder. All such responses received by the closing date / time of this notice will be considered by the government. A determination by the government whether or not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the government.
