About this opportunity

The Defense Logistics Agency Aviation is soliciting proposals for Heat Exchanger, Air units under solicitation SPRTA125Q0447, specifically targeting National Stock Number 1660-01-084-6853 and Part Number 82D37-7. This procurement appears to be directed toward Honeywell International, Inc. and requires firms to provide a fixed-price proposal for aircraft air conditioning, heating, and pressurizing equipment. Contractors must meet stringent quality assurance standards conforming to AS9100 requirements and follow specific packaging protocols per MIL-STD-129 and MIL-STD-2073-1, including heat-treated wooden packaging materials. The solicitation was posted on August 19, 2025, with proposals due by September 19, 2025, and delivery required by September 4, 2025. Inspection and acceptance will occur at the origin location with F.O.B. Origin terms, and contractors must provide receiving reports upon completion.

This solicitation does not utilize any set-aside designations and appears to be specifically directed to Honeywell International, Inc. as the targeted contractor. The contract requires delivery of 2 units of the specified heat exchanger equipment, with the procurement value falling below the simplified acquisition threshold, which allowed DLA to waive the standard synopsis requirements under FAR 5.202(a)(13). The delivery timeline is particularly compressed, requiring completion within approximately two weeks of the proposal deadline. Performance will occur within the United States, with shipment terms structured as F.O.B. Origin, placing transportation responsibility on the government after pickup from the contractor's facility.
