About this opportunity

This Special Notice from the Federal Emergency Management Agency Preparedness Section concerns the provision of hazardous materials training props for the Center for Domestic Preparedness in Anniston, Alabama. Specifically, the notice indicates intent to negotiate on a sole source basis with Advanced Entertainment Technology of Monrovia, California as the only responsible source capable of providing various training props including a three dome railroad tank car prop, valve and piping array prop, high pressure and chlorine dome props, and general service dome props, along with associated two-day training to be delivered to the Center for Domestic Preparedness.

The objective of the Special Notice is to inform interested parties that FEMA intends to negotiate solely with Advanced Entertainment Technology due to their status as the developer and sole manufacturer and distributor of the specialized training props required to support hazardous materials training operations at the Chemical, Ordnance, Biological, and Radiological Training Facility. The notice establishes a deadline of September 10, 2021 for submission of capability statements to james.suerdieck@fema.dhs.gov demonstrating ability to provide equivalent products, however a determination not to compete is at the government's discretion. The notice further outlines that the intended procurement will be classified under NAICS code 332999 with a small business size standard of 750 employees and no set-aside restrictions apply.

Notice text

The Federal Emergency Management Agency intends to negotiate on a sole source basis (IAW FAR 13) with Advanced Entertainment Technology (AET), 735 Los Angeles Avenue, Monrovia, CA 91016, as the only responsible source that capable of providing HazMat training props for the Center for Domestic Preparedness (CDP), Anniston, AL.  Specifically, the contractor shall provide a Three Dome Railroad Tank Car Training Prop, Valve and Piping Array Training Prop, (2) High Pressure Dome Training Props, (2) Chlorine Dome Training Props, and (2) General Service Dome Training Prop, along with 2-day training, delivered to CDP.

AET is the sole source capable of meeting CDP’s unique training requirements.  Advanced Entertainment Technology (AET) is the developer of these kinds of training props required to support HazMat training at CDP.  AET’s specialized props are already incorporated into training operations at the Chemical, Ordnance, Biological, and Radiological Training Facility (COBRATF) at CDP.

AET remains unique as the sole manufacturer and distributor of the highest quality and most realistic HazMat training props available in the commercial marketplace. AET is the only company that fabricates three dome railroad tank car training simulators, pipe & valve arrays and general service, high pressure and chlorine floor domes, all of which use air and water to simulate water and vapor leaks. These unique training props are a sole source product fabricated, sold, and distributed by AET. The equipment comprising the subject requirement may only be purchased directly from AET. There are no additional agents or distributors authorized to represent AET in the USA.

No other source is capable of providing the large, ruggedized, ultrarealistic HazMat training simulators comprising the subject requirement. Additionally, the requirement is to remain aligned with existing training prop configurations at the COBRATF.  It is imperative that the training props align in design and configuration to those already at the COBRATF since students will be training with both the existing training props and the subject acquisition training props.  To replace the existing training props with any other manufactured training props would result in a substantial duplication of costs to the Government.

This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13).  There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 332999 with a Small Business Size Standard of 750 employees.  This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.  However, parties interested in responding to this notice will need to submit technical data, sufficient to determine capability in providing the same product. All capability statements received within 15 days after publication of this synopsis will be considered by the Government.  A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to James Suerdieck at james.suerdieck@fema.dhs.gov.  Statements are due by 4:00 PM Eastern, 10 SEP 2021.  No phone calls accepted.
