THIS IS AN URGENT REQUEST WITH A QUICK 24 RESPONSE DUE
The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) has an urgent requirement for Haul and Install TT/MHUs in support of disaster relief operations for DR4610-CA Wildfires and requests that you submit a quote in response to this solicitation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The solicitation number for this is 70FBR922Q00000002 and needs to be referenced on all quotation documentation submitted in response to this solicitation. The Request for Quotations is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6 and Part 15. The incorporated provisions and clauses within this solicitation document are those in effect through Federal Acquisition Circular (FAC 2021-07), effective September 10, 2021.
This procurement is a 100% Small Business set-aside and the associated North American Industrial Classification System (NAICS) code for this procurement is 484110, General Freight Trucking, Local with a small business size standard of $30,000,000 to local offerors that reside or primarily conduct business within the State of California. Wage Determination No.: 2015-5677 Rev 16 and 2015-5679 Rev 16.
Offerors shall complete Attachment 2 Pricing Worksheet.
FEMA requires Haul and Install up to about 6 TTs and 2 MHUs to commercial sites. See Attachment 3 Statement of Work for description of requirement for the items to be acquired. The Period of Performance will be for one (1) month from the date of award.
The Government intends to award a single labor hour purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The following factors are listed below in descending order of importance and shall be used to evaluate offers:

- Technical Capability of the item offered to meet the Government requirements
- Price
- Past Performance
Technical and past performance, when combined, are approximately lower to cost or price.
This solicitation requires an active registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines.
Instructions for Submitting Contractor Assurance Information (See Attachment)
The offeror shall submit information supporting this certification to the CO at the time quotes are due. This submission will only be reviewed by the CO in making a determination of responsibility. This information will not be reviewed as part of a technical evaluation and will not count against page limits for technical quotes.
