About this opportunity
The US Section International Boundary and Water Commission (USIBWC) has issued a Notice of Intent to award a sole source contract to Sikich LLP for specialized GTAS (Governmentwide Treasury Account Symbol) Financial Reporting Support Services. This Special Notice, posted on July 15, 2025, informs industry contractors of the government's intent to execute a sole source award under FAR Part 13 Simplified Acquisition Procedures. The procurement falls under NAICS code 541219 (Other Accounting Services) with a size standard of $30.0 million and involves commercial item procedures. USIBWC operates as a standalone reporting entity under Department of State oversight and requires independent submission of GTAS bulk uploads to the Department of Treasury. The agency justifies the sole source approach by citing that only one responsible source exists that can satisfy their specialized requirements.
The primary objective is to procure specialized support services for accurate and compliant monthly financial reporting to Treasury's GTAS system, with work spanning approximately five months aligned with the agency's reporting cycle. Key services include developing trial balance data mapping processes, creating a pre-validation tool for Treasury edit rules, preparing GTAS-compliant upload files, and providing training to IBWC personnel. Contractors must demonstrate secure access to internal Department of State systems, expert knowledge of GTAS protocols, and familiarity with DoS financial systems including GFMS and SF-132 reporting structures. The response deadline is July 25, 2025, at 2:00 PM Mountain Standard Time, with all inquiries directed to Suzette Smith at suzette.smith@ibwc.gov. While this is not a formal solicitation, interested parties may submit evidence showing that competition would be advantageous to the government, though the final determination to compete remains at the government's discretion.
