The National Park Service Southeast Region is soliciting proposals for a firm fixed price contract to provide professional grounds keeping services at the Emmett Till and Mamie Till-Mobley National Monument sites in Mississippi. The contractor shall provide grounds maintenance and landscaping services for the Tallahatchie County Second District Courthouse, Emmett Till Interpretive Center, and Graball Landing buildings and grounds from February 1, 2024 through January 31, 2028. Proposals will be evaluated based on cost, technical approach, and relevant experience providing similar services, with references required. The closing date for proposals is February 8, 2024.
This is a total small business set-aside designated with a NAICS code of 561730. Services include 36 annual grass mowings as well as landscaping, maintenance, and cleaning tasks. Evaluation criteria are cost, technical approach, and experience. A site visit is scheduled for February 1, 2024 and the place of performance is at the monument sites located in Tallahatchie County, Mississippi.

Clarification on the Statement of Work and the BID DUEDATE IS NOW FEBRUARY 12, 2024 @ 2:00 CT:
Please see additional information about power washing of the courthouse, interpretive Center and sidewalks.
The courthouse and surrounding walkways will be accessed to full height using an aerial work platform or scaffolding to ensure comprehensive cleaning. The contractor will perform test(s) using the minimal psi and max fan tip to successfully remove dirt while maintaining the original historic fabric and to reduce or eliminate any building material loss. Test size, material type, and location to be confirmed by NPS POC. Once confirmed by NPS POC, the method of cleaning is approved for implementation. The cleaning of the building will consist of pre-soaking the building and sidewalks with potable water and then applying D2 Biological cleaner on the surface. After the appropriate dwell time has elapsed, the surface of the stone will be scrubbed using soft bristle nylon brushes. The stone and brick surfaces of the structure and sidewalk will be power washed or scrubbed using heated, potable water delivered at a max psi of 1000 while using a 25 to 40 degree fan tip. Once the building has been washed, an additional application of D2 will be applied to all surfaces to deter new biological growth.
The contract calls to service/maintain all three locations including Graball Landing.
For the immediate future, the selected contractor will only need to maintain what's currently cleared which is less than an acre. The park may decide to clear additional acreage up to the entire 4.3 acres. At that time, the expectation will be to maintain the entire area.
