Statement of Work

Mississippi Sites Grounds Keeping Services 1.0

GENERAL

The Tallahatchie County Second District Courthouse (Courthouse) and Emmett Till Interpretive Center (visitor center or VC) in Sumner, MS and Graball Landing in Glendora, MS, park units of the Emmett Till and Mamie Till-Mobley National Monument, tell a major component of the series of tragic events in August and September 1955 in rural Mississippi and Chicago’s South Side that brought a 14-year-old, African American boy’s lynching to national attention. Emmett Till’s kidnapping, murder, funeral, followed by the unjust acquittal of the murderers, marked a turning point in America’s understanding of racist violence. Mamie Till Mobley’s courage in showing the brutality done to her son highlighted racial injustice and helped inspire the modern civil rights movement.

2.0

SCOPE

It is the intent of this services contract to provide professional, proficient and effective grounds keeping care of The Tallahatchie County Second District Courthouse, Emmett Till Interpretive Center and Graball Landing buildings and grounds.

3.0

REQUIREMENTS

1. The contract will be for one base year with the possibility of extending services up to four additional years. Refer to Section #14 (Contract Bid Schedule). This contract shall be a firm fixed-price, annual lump sum.

2. The Contractor shall furnish all supervision, labor, materials, tools, supplies, transportation and equipment necessary to accomplish the work under this contract.

3. The contractor shall follow all the Park’s policies, procedures and guidance regarding performing work activities on federal lands.

5. Grounds keeping services shall cover all exterior grounds of The Tallahatchie County Second District Courthouse square. The total area of grounds for the square is approximately .35 acres.

Grounds keeping services shall cover all exterior grounds of Graball Landing. The total area of grounds for the parcel of land is approximately 4.3 acres.

Grounds keeping services shall cover all exterior grounds of the Emmett Till Interpretive Center. The total area of grounds for the site are square is approximately .13 acres 4.0

WORK TO BE PERFORMED

Contractors shall use industry standards or better concerning the use of materials, equipment and methods specific for each task.

1. Grounds Keeping

a. Contractor shall perform a total of thirty-six (36) grass mowings per calendar year. The frequency shall follow the table below.

b. Before each mowing, all litter, trash, limbs, and other debris shall be removed and placed in refuse containers or removed from the area.

c. Mowing and trimming shall be accomplished in such a manner as not to endanger or annoy visitors using an area or to cause damage to that area such as scalping the ground, rutting, breaking tree limbs, or skinning bark on trees, etc. Care shall be taken when mowing and/or trimming around inhabited areas.

d. Mowing operations shall not be permitted when the ground is wet enough that rutting occurs.

e. Trimming and mowing shall be done at approximately the same time, but in no case shall they be further apart than one (1) day.

f. Mowing schedules shall be arranged so that any area will be completed (both mowing and trimming) before a weekend.

g. Mowing and trimming shall be accomplished to the water’s edge regardless of the water elevation in mowing areas that are adjacent to water.

h. The quality of the mowing shall equal or exceed a sharp finish mower product. Grass shall be neatly mowed and trimmed around lights, guardrails, gates, barriers, curbs, planters, buildings, signs, guy wires, trees, shrubs, picnic tables, trash receptacles, culverts, parking lots, sidewalks, steps, and other structures to maintain a neat appearance.

i. No line trimmer shall be used to trim around unprotected small or young plants and trees. Care shall be used in trimming around items such as wooden posts to prevent damage.

j. Undesirable grass, weeds, tree seedlings etc. in planters, landscaped shrub areas, mulched areas, and expansion joints or cracks in sidewalks, curbing, slabs, steps, or in paved parking areas shall be removed and disposed of each time mowing is accomplished.

k. All shrubs, bushes, hedges, vines, and trees will be trimmed and cut twice per year (April and August).

l. Tree trimming shall be performed once a year during the winter months. Branches around parking lots, driveway and walkway areas shall be cut back to provide approximately 15 feet of vertical clearance from the ground and shall be trimmed sufficiently horizontally to not encroach upon walkways, parking lots or buildings.

m. Herbicide use shall be permitted as needed, but prior approval by the COR is required before any herbicide application.

n. Remove all leaves, debris and litter from walkways, entrances, and parking areas.

o. Remove any graffiti found that can be removed with a commercial cleaner.

p. Clean all benches.

q. Twice per year pressure wash all exterior walls, sidewalks and all entrance areas.

5.0

WORKING HOURS

Available Work Hours: Monday-Friday, 9:00 a.m. - 5:00 p.m. only. A proposed service schedule shall be developed by the contractor and approved by Contracting Officer's Representative (COR) prior to any services being performed. No work shall be performed during observed Federal Holidays.

The eleven (11) Federal Holidays observed are:

6.0

SAFETY REQUIREMENTS

1. The contractor will enforce an effective accident prevention program and provide for a safe and healthful environment for all contractor employees.

2. The contractor and their employees will comply with all Occupational Safety and Health Administration (OSHA) standards at all times.

3. The contractor is responsible for helping safeguarding the project site as work is being performed. Appropriate signs, warning devices, and barriers shall be used as appropriate to protect the public, government and contractor employees.

4. The Contractor shall ensure that all reasonable precautions are taken to protect the public in the areas where work is being performed.

5. The Contractor shall immediately report to the COR any potential hazards found by his employees on the project.

6. The Contractor shall not allow any persons, except employees, into work areas that are not otherwise open to the public; nor shall the Contractor transport in Contractor work vehicles any persons, except employees, during times the Contractor is on the project performing work under this contract

7. The Contractor shall use Job Hazard Analyses (JHA’s) as one of many tools to insure the safe performance of work. It is the Contractor’s responsibility to prepare the JHA. A JHA must be prepared by the Contractor and approved by the COR for each major work task of this contract, prior to the Contractor performing the work.

8. Prior to performing work with inherent hazards, the Contractor shall conduct a safety meeting and review the approved JHA with those employees who will be performing the work. The Government may request advanced notification of the time and date of the above JHA Tool Box safety meeting for Contractor employees, so that the Government may attend such reviews. A copy of the approved JHA’s shall be available at all times to workers at the job site and a copy shall be provided to the Government.

7.0

ACCIDENT REPORTING

1. All reportable accidents, which are those resulting in death, occupational disease, traumatic injury to employees or the public, fires, and property damage by accident in excess of $100, shall be reported to the Contracting Officer and COR immediately. Within 7 days of a reportable accident, the contractor shall fill out and forward to the Contracting Officer an Accident/Property Damage Report (Form CM-22).

2. If the Government determines that the Contractor did not use reasonable care for Government property and caused damage to or loss of said property, the Contractor shall repair the damage or replace the property, at no cost to the Government. If the Contractor fails or refuses to make such repairs or replacement, the Contractor shall be liable for the cost, which will be deducted from the contract payment.

8.0

PHYSICAL SECURITY

1. The contractor shall cooperate with Government personnel in safeguarding Government facilities and property.

2. The contractor will secure all doors or gates given access to after the completion of contracted work activities.

3. The contractor shall be responsible for reporting to the COR all acts of vandalism, larceny, pilferage, or any other damage that is discovered. Reports shall be made no later than within 24-hours after discovery. Notification must be made via telephone or in person and followed-up in writing.

9.0

ENVIRONMENTAL PROGRAM

1. The Contractor shall comply with all Federal, State, and local laws, regulations and standards regarding environmental protection.

2. The Contractor shall conduct all contracted activities in a manner to prevent contamination of Government land and property.

3. The Contractor shall ensure all lubricants, petroleum products, cleaning materials, or any other hazardous substances are not spilled, leaked or disposed of on Government property.

4. The contractor shall dispose of all hazardous substance in accordance with environmental regulations.

5. If spills or contamination occur, the Contractor shall be responsible for cleanup and any associated costs in accordance with Federal, State and Local Law. Such spills shall be reported to the COR immediately.

6. The Contractor shall identify all hazardous waste associated with conducting required work items, and properly label, handle, and dispose of such waste in accordance with applicable regulations.

7. The Contractor shall address hazardous materials and hazardous waste on a Job Hazard Analysis form prior to commencing work contained within this contract.

10.0

CONDUCT OF CONTRACTOR EMPLOYEES

1. All contractor employees and subcontractors performing work under this contract shall conduct themselves in a professional and safe manner at all times.

2. Continued or egregious unprofessional or unsafe behavior will be grounds for the permanent removal of the individual from performing work under this contract, as determined by the COR.

3. The contractor shall permanently remove from service under this contract, as described above, individuals whose behavior has been determined by the COR to be contrary to the public interest or inconsistent with the best interests of the NPS.

4. The CO or the COR may require the Contractor to immediately remove from the work site any employee or subcontractor who is incompetent, endangers persons or property, or whose physical or mental condition would impair their ability to satisfactorily perform the work. Notification to the Contractor will be promptly made in writing if time and circumstances permit. Otherwise, notification will be verbal and confirmed in writing as soon as possible.

5. All criminal activity or conduct unbecoming resulting in the dismissal of an employee by the contractor shall be reported to the COR.

6. No such removals of contractor employees as described above will reduce the contractor's obligation to perform any of the work required under this contract.

7. Contractor personnel shall not smoke inside government buildings, or within 50 feet from an entrance to government buildings. The use of e-cigarettes is also included in this restriction.

11.0

IDENTIFICATION OF CONTRACTOR EMPLOYEES AND VEHICLES

1. The contractor shall furnish their employees that are performing work under this contract with a uniform shirt and outer garments that include the company's name as identification. Contractor employees shall wear company identifying clothing at all times when performing work under this contract. Any subcontracted work shall follow the same guidelines, whereby the subcontracted company's employees shall also have company identifiable clothing worn at all times while performing work on NPS property.

2. All contractor owned vehicles that are to be used while perming work under this contract shall have the company's name prominently displayed in not less than two inch letters on the outside of both front doors of each vehicle in such a manner as to provide a readily visible means of identification.

12.0

DAMAGE OR LOSS OF CONTRACTOR’S SUPPLIES AND PROPERTY

The Contractor shall be responsible for taking action necessary to protect Contractor and their employee property from loss, damage or theft. Government assumes no responsibility for loss, damage, or theft, of the above. All incidents of theft (or suspected theft) of contractor materials, supplies, or equipment from the government facility shall be reported to the COR.

13.0

QUALITY CONTROL PLAN

After contract award and before the work is to begin, the contractor shall submit for review, a Quality Control Plan. The COR will review the proposed plan. If the plan requires any revisions o corrections, the Contractor shall re-submit the Plan within 10 days after notified of corrections needed. The contractor shall provide a detailed description of the plan and the procedures that will be used to monitor and record work performance and enforcement of standards. The plan shall describe all qualitative and quantitative methods to be used.

14.0
