About this opportunity
The Department of Homeland Security's Customs and Border Protection (CBP) has issued a Special Notice regarding a sole source bridge task order for Ground Transportation and Guard Services in Arizona and California. CBP intends to limit sources under FAR Part 8.405-6(a)(1)(i)(B) by awarding this task order exclusively to ISS Action Inc., the only contractor currently capable of providing the required specialized services. The services encompass ground transportation and guard operations utilizing certified transportation officers and properly equipped vehicles with detention packages, camera systems, and communication systems. This task order will be awarded against GSA schedule contract GS-07F-072GA to support CBP operations along the Southwest Border.
The purpose of this sole source justification stems from recent decreases in border crossings, budget reductions, and the need to reevaluate transportation requirements while preventing service disruption. The bridge contract covers four U.S. Border Patrol sectors including Tucson, Yuma, El Centro, and San Diego for an initial two-month base period from August 14, 2025 to October 13, 2025, with three additional two-month option periods available. The contractor must provide approximately 130 fully trained, armed, uniformed CDL drivers along with specialized vehicles equipped with detention packages, camera systems, and communication systems. CBP determined that ISS Action Inc. is uniquely qualified as they are already certified, licensed, and operating the required ground transportation and guard services, possessing the technical capabilities and preparation necessary to fulfill this highly specialized requirement without requiring Border Patrol agents to be reassigned to transportation duties.
Notice text
CBP intends to limit the number of sources solicited pursuant to FAR Part 8.405-6(a)(1)(i)(B) by awarding a sole source bridge Task Order for Ground Transportation and Guard Services. Currently, only one source is capable of providing the services required with certified transportation officers and vehicles properly outfitted with detention packages, camera systems and communication systems. CBP has a highly technical requirement which entails a significant amount of preparation and ramp up to be able to fully operate. A Task Order will be awarded against GSA schedule contract, GS-07F-072GA, to contractor ISS Action Inc. who is already certified, licensed, and operating the ground transportation and guard services as needed by CBP.
