About this opportunity

This pre-solicitation notice seeks information to develop a follow-on multiple award indefinite delivery/indefinite quantity contract for global protective security services worldwide. The Department of the Army Materiel Command Contracting Command intends to award contracts to qualifying offerors to provide protective security details, explosive and drug detection canine teams, and contractor-operated light armored vehicles to several Combatant Commands. Proposals will be evaluated based on prior technical experience demonstrated through self-scoring matrices, work samples, and documentation of qualifications. Feedback on the draft Sections L and M is requested by January 15, 2024, with an Industry Engagement Event scheduled for January 29-30, 2024 to review potential requirements.

There is no set-aside designation for this opportunity. Services will fall under NAICS 561612 and PSC code S206. The estimated ceiling for the 10-year IDIQ is $10 billion to be allocated across multiple awardees through individual task orders. Current contractors may include those supporting security requirements in the areas of responsibility of several Combatant Commands. The draft solicitation instructions and evaluation plan provide details on minimum experience requirements, technical scoring thresholds, and the types of past performance data offerors must submit with their proposals.

This is a Request for Information (RFI). This Request is for planning purposes, and shall not be construed as a solicitation announcement, invitation for bids, request for proposals, request for quotes, or an indication that the Government will contract for the items contained in this notice. Interested contractors are invited to provide responses to the questions provided. The Government will not reimburse respondents for any cost associated with the submission of the information being requested or reimburse expenses incurred to the interested parties for responses. This Request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. The information provided may be used by the Army in developing its acquisition strategy, statement of work / performance work statements, and/or statement of objectives. Interested parties are responsible to adequately mark proprietary, restricted or competition sensitive information contained in their response accordingly.

Note. We are currently in the process of crafting attachments that will accompany these documents; however, we are eager to seek industries feedback at the earliest stages and continuously throughout the development.

The Government is conducting an Industry Engagement Event, January 29-30, 2024 at LMI Headquarters, 7940 Jones Branch Drive, Tysons, VA 22102 which will consist of an overview of the potential requirements and one-on-one industry engagement sessions. In-person space is limited but virtual attendance is encouraged. If you would like to attend and would like to schedule a brief one-on-one discussion with the Government during the event, please send requests to usarmy.ria.acc.mbx.gps@army.mil NTL 1000 Central Time on January 15, 2024 with a proposed duration and, if possible, any specific topics to be discussed, not to exceed 30 minutes per company.
