APPROXIMATE SOLICITATION ISSUE DATE:  August 2016 


The 55th Contracting Squadron will be conducting the solicitation and award of a full and open competition, non-personal services, firm-fixed price, follow-on contract for the purchase of global lightning data for the  557 Weather Wing (557 WW). The Government anticipates issuing a Request for Proposal (RFP) for a five year contract consisting of one base year and four one year option periods. In addition, FAR clause 52.217-8, Option to Extend Services will be included. The anticipated contract start date is 1 March 2017, subject to availability of funds.


 This requirement is to purchase global lightning data which provides Air Force weather forecasters with near-real time lightning data used for situational awareness and prediction of weather events. A summary of the primary tasks to be performed by the contractor is as follows: 


 Provide streaming global lightning observation data in accordance with the PWS.  It will include both cloud-to-ground (CG) and cloud flash (CF) lightning data. The data will come from 26 zones covering the entire globe.


 The Contractor's lightning detection network transmits data to the Air Force Weather Strategic Center 24 hours a day, seven days a week.


 Provide uninterrupted data flow, communications and data distribution and vendor verification that lightning data it provides meets Air Force lightning data technical requirements.


 Provide network availability at 98% or better in each zone.

This acquisition will be conducted using commercial procedures per FAR Part 12 and FAR Part 13.5. The RFP and all associated documents, when issued, will be posted on http://www.fedbizopps.gov. No solicitation is available at this time. Hard copies of the solicitation WILL NOT be issued. Offerors are encouraged to register through http://www.fedbizopps.gov to receive notices for documents posted for solicitation number FA4600-15-R-0022. The NAICS code is 541990, and the size standard is $15 Million. Address questions via e-mail to the contract specialist and contracting officer only. No discussions will be conducted telephonically.


The Government is requesting industry feedback on the draft PWS and draft evaluation criteria posted with this notice. Please provide any questions or comments to both Points of Contact listed below no later than 2:00pm Central Time on 11 July 2016.

Sources Sought


The 55th Contracting Squadron, Offutt Air Force Base, NE, is seeking potential sources capable of performing the requirements for Global Lightning Data.  See the attached draft Performance Work Statement for details.


This notice is for planning purposes only and does not constitute a solicitation for competitive bids/proposals, and is not in any way a commitment by the Government.  However, all interested parties who believe they can meet the requirements identified above are invited to submit, in writing, information describing their capabilities.  At a minimum, the capabilities packages shall include information regarding the company's experience and ability to meet this requirement. Responses shall be limited to ten (10) pages.  


Companies responding to this synopsis must indicate whether they are a small business concern as defined in FAR 52.219-1.  The NAICS code is 541990 with an SBA Size Standard of $15.0 million.  Responses and questions for this Sources Sought should be submitted electronically via e-mail addressed to kristine.baldwin.2@offutt.af.mil.
