1.0 INTRODUCTION
1.1 The objective is to purchase global lightning data which provides Air Force weather forecasters with near-real time lightning data used for situational awareness and prediction of weather events. This information assists in protecting resources and improving mission effectiveness for Air Force and Army operations worldwide.
1.2 This procurement will obtain streaming global lightning observation data. It will include both cloud-to-ground (CG) and cloud flash (CF) lightning data. The data will come from
26 zones covering the entire globe (see Table 1) except Zone 15 which has no minimum requirement. The Contractor’s lightning detection network transmits data to the Air Force
Weather Strategic Center 24 hours a day, seven days a week.
1.3 Air Force Weather requires that the vendor provide uninterrupted data flow, communications and data distribution and requires the vendor to verify that lightning data it provides meets Air Force lightning data technical requirements. Any failure of either the detection network or of the Contractor’s communication system that results in a loss of availability is a system outage. Network availability is required to be at 98% or better in each zone except Zone 15 which has no minimum requirement.

3.0 REQUIREMENTS/CONSTRAINTS
3.1 The Government requires the ability to freely distribute government-generated products that contain lightning data to any participating Federal agency, contractors supporting the agency on an active contract, and to cooperating state and local government agencies at no additional cost, as long as the Contractor's raw data is not available to unauthorized users.
3.1.1 Authorized users of lightning data products is defined as any person or organization that the government has authorized to receive the products, to include 557th
Weather Wing (557 WW), the US Air Force, other military agencies (e.g., US Navy, US Army), US Government (e.g., US Geological Survey, Department of Homeland Defense), other foreign government's agencies (e.g., United Kingdom meteorological organizations), research facilities to whom the Air Force Weather Strategic Center provides data, and contractors working on behalf of Air Force Weather.
3.1.2 These products will be distributed in a secure manner to prevent unauthorized access and will not be released outside of the authorized users specified in paragraph 3.1.1.
Lightning data products derived from the Contractor's raw data will prevent the user community to view the raw data on which the product is based (e.g., Air Force Weather Strategic Center
AFW-WEBS will display where the lightning strike is located on a map, but anyone viewing that map will not be able to interrogate the plot point for the raw data used to make the map display).
3.2 Air Force Weather requires the ability to distribute raw lightning data to authorized users for the purposes of product creation and data archival. Authorized users of raw lightning data are defined as the Air Force Operational Weather Squadrons (OWS) and Weather
Squadrons (WS). The data will be distributed in a secure manner to prevent unauthorized access and the data will not be released outside of the OWSs and WSs. OWS and WS created data products derived from the Contractor's raw data will not allow the user community to view the raw data on which the product is based (see paragraph 3.1.2). The 14 WS will not distribute archived raw lightning data to anyone other than the 557 WW user community.
3.3 The Contractor shall deliver the lightning data in a streaming ASCII text or XML format.

3.4 Data Stream.
3.4.1 The data stream shall include date-time (UTC) to thousandths of a second, latitude (deg) and longitude (deg) (to thousandths), signal strength (ka), polarity, multiplicity
(#strokes/flash), and the number of sensors used to collect the data.
3.4.2 The data stream shall be provided in Stroke format.
3.4.3 The data stream shall be flowing within 30 days of contract award. This provides the vendor with a transition period to get set up to deliver the data to the Air Force
Weather Strategic Center.
3.5 The data shall be encrypted as it is transmitted to prevent unauthorized receivers from using the data.
3.6 The data shall be delivered to the Air Force Weather Strategic Center through the internet as the primary transmission method.
3.7 The data shall be delivered to the Air Force Weather Strategic Center in four data feeds as follows: production primary, production backup, development primary, development backup.
3.8 The data shall be delivered to the Air Force Weather Strategic Center 24 hours a day, seven days a week. The Contractor shall notify 557 WW when the data flow has been compromised (ex. sensors are down causing gaps in the data, network issues that prevent the delivery of data, etc.).
3.9 Outages.
3.9.1 Network availability shall be 98% or higher in each month of the period of performance. The network shall be down no more than 12 hours in any month. The calculations used are based on an average 28 day month and are listed below:
28 days/mon * 24 hours/day = 672 hours/month.
660 hours network up / 672 hours/mo = 98% uptime
672 hours/mo – 660 hours uptime = 12 hours downtime/month

3.9.2 Data availability shall be 98% or higher in each month of the period of performance for each data zone. The data shall be unavailable no more than 12 hours in any month for any data zone. The calculations used are based on an average 28 day month and are listed below:
28 days/mon * 24 hours/day = 672 hours/month.
660 hours data flowing / 672 hours/mo = 98% uptime
672 hours/mo – 660 data flowing = 12 hours data unavailable/month.
Data availability is only affected if there are not enough sensors to cover a given zone. Having one sensor unable to provide data in a given zone shall not have an impact, if there are other sensors that adequately cover the zone and provide the data for that zone.
3.10 Help Desk. The Contractor shall provide troubleshooting/technical support for the global lightning data feeds.
3.10.1 The Contractor Help Desk shall field service requests from operational squadrons made through the 557 WW, Global Mission Support Center (GMSC) located at Offutt
Air Force Base.
3.10.2 The Contractor Help Desk shall acknowledge all service calls 7 days a week, 24 hours a day, 365 days a year and shall make an initial response to all service requests within ten (10) hours of receiving the service call from the GMSC.
3.10.3 The Contractor shall accept data reship requests from the 14 WS if the Air
Force Strategic Weather Center did not receive the data or cannot provide to the 14 WS located at Asheville, N.C.
3.10.4 The number of in-bound calls made for technical assistance shall be unlimited.
3.11 Government furnished equipment and information shall not be provided.
3.12 Contractor performance shall take place at the Contractor’s facility.

Zones 1-15 are defined as all land area and the adjacent marine areas around the land area within each zone. There is no minimum technical requirement for Zone 15. Zones 16-26 are defined as the marine area within each zone. There is very little land, aside from some small islands in these zones. See Appendix A for maps of each zone.

DEFINITIONS.
Cloud Flash - Any lightning flash that does not strike ground. In the scientific literature, this is often called an intra-cloud flash, which, strictly defined, is a flash that stays within a single cloud. Other types of cloud flash include a cloud-to-cloud flash and a cloud-to-air flash.
(Note: Determining the subcategory of a cloud flash requires knowledge of cloud boundaries, which no lightning mapping system can provide. Therefore, subcategories of cloud flashes are not addressed in requirements and specifications.)
Cloud-to-Ground - Lightning having a channel spanning from a cloud to the earth. A cloud-to-ground flash can also be called a ground flash.
