About this opportunity

The Federal Bureau of Investigation (FBI) has published a Special Notice announcing its intent to award a sole-source contract to Thermo Fisher Scientific for the purchase of three 3500xL Genetic Analyzers for human identification purposes. The procurement is valued as a firm-fixed-price contract and is intended for the FBI's Federal DNA Database Unit (FDDU) operations. The FBI is utilizing the sole-source authority under FAR 6.302-1, citing that only one responsible source exists that can satisfy the agency's specific requirements. The notice specifies that Thermo Fisher Scientific, located in Pleasanton, California, is the intended contractor for this specialized laboratory equipment acquisition. This procurement falls under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing and PSC code 6640 for Laboratory Equipment and Supplies.

The primary objective of this procurement is to acquire specialized genetic analysis equipment capable of processing 300 samples per day with pre-packaged reagents to support the FDDU's critical human identification mission under the DNA Fingerprint Act of 2005. Although this is a sole-source procurement, the FBI is required to provide opportunity for other vendors to demonstrate their capabilities by submitting capability statements, proposals, or quotations to Contracting Officer Adelle Bolton via email by 12:00 PM EST on June 24, 2025. Interested contractors must be registered in the System for Awards Management (SAM.gov) and must provide their Unique Entity ID and business size information in any response. Any response must present clear and convincing evidence that competition would be advantageous to the government, though the FBI retains sole discretion in determining whether to conduct a competitive procurement. The justification document indicates that Applied Biosystems Genetic Analyzers are the only commercially available capillary systems validated for DNA sample analysis according to SWGDAM guidelines, reinforcing the sole-source approach for this critical laboratory capability.
