About this opportunity
The Strategic Systems Programs intends to negotiate a sole-source contract with Lockheed Martin Rotary and Mission Systems to provide navigation subsystem development, material procurement, production, program technical engineering and fleet support for the TRIDENT II Fleet Ballistic Missile Strategic Weapon System. This Special Notice was published by the Department of the Navy Strategic Systems Programs.
The Special Notice communicates the agency's intent to negotiate a follow-on contract with Lockheed Martin, as the sole contractor eligible and qualified due to its expertise and experience with the TRIDENT II navigation subsystem. Interested parties have 15 days from the date of publication to identify their interest and capabilities to respond, however the agency does not intend to use full and open competition or post a solicitation. The contract would cover efforts starting in fiscal year 2025, with certain line items' periods of performance estimated through December 2031 and include a 30% option to increase level-of-effort line items.
Notice text
The Strategic Systems Programs (SSP) intends to solicit and negotiate a contract on a sole-source basis with Lockheed Martin Rotary and Mission Systems (LMRMS) (CAGE 56232), located in Uniondale, NY, a division of Lockheed Martin Corporation (LMCO), in order to provide the following efforts in support of the TRIDENT II Fleet Ballistic Missile (FBM) Strategic Weapon System (SWS) Navigation (NAV) Subsystem: NAV Subsystem development, material procurement, production, program technical engineering and fleet support. This effort is a follow-on and inextricably linked to the efforts currently supported under Strategic Systems Programs (SSP) follow-on OMNIBUS contract N0003020C0045 and N0003023C6045, which were both awarded using other than full and open competition. The applicable NAICS code for this requirement is 541330.
The impending FY 2025 contract will contain both U.S. and U.K. sponsored efforts starting in FY 2025, with certain line items periods of performance estimated through December 2031. As the designated TRIDENT Navigation Subsystem Integrator, LMRMS is the only known source with the requisite design background, system knowledge and operational experience relative to the TRIDENT II Navigation Subsystem capable of providing the required efforts within existing technical, cost and fleet schedule constraints. The contract will also include an option provision to increase the level-of-effort (term) line items up to 30%.
