The proposed contract will be awarded using Other Than Full and Open Competition procedures citing the authority at 10 USC 2304(c)(1) as implemented by FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." L-3 CSW is the only source capable of providing the supplies and services described above and as currently requested by Africa Command (AFRICOM) without the USG experiencing substantial duplication of cost that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements.

The government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a capabilities package to this notice. A determination not to compete this action based upon responses received is at the sole discretion of the Government.
