About this opportunity
The Defense Logistics Agency Aviation is conducting market research to procure Fuel Starter components (NSN: 2910-01-135-5681) through this Pre-Solicitation Notice, which combines a Request for Information with a Synopsis. The primary objectives are to determine whether other qualified sources exist to meet the agency's requirements, identify available commercial or nondevelopmental items that satisfy specifications, and improve small business access to acquisition opportunities while enhancing overall competition. The Contracting Office is DLA Weapons Support located at Hill Air Force Base in Ogden, Utah. This announcement is not a formal Request for Proposal or Invitation for Bid, and the Government will not compensate respondents for information provided; however, interested parties should submit capability statements, proposals, or quotations to scottina.malia@us.af.mil. The response deadline is November 26, 2025, providing potential vendors a 16-day window to submit their information.
This procurement carries no small business set-aside designation, as it is not anticipated to be reserved exclusively for small business concerns. The estimated quantity required is 11 units, with an estimated delivery date on or before June 14, 2027. The Government has determined that the required supplies are available from only one or a limited number of responsible sources, and no alternative supplies will satisfy the agency's needs. The justification for this limited-source procurement stems from the Government's lack of data or rights needed to purchase the part from additional sources, the uneconomical nature of acquiring such data or reverse engineering the component, and the unavailability of complete specifications or drawings that could be furnished. Potential contractors should be aware that the Government has deemed it cost-prohibitive to pursue alternative sourcing strategies for this fuel starter component.
