About this opportunity

The Defense Logistics Agency Aviation is seeking to procure fuel cells (NSN: 1560-01-529-7635) for KC-135 aircraft through a competitive Multiple Year Contract (MYC). The solicitation is for a firm-fixed-price contract to supply #2 Aft fuel cells that store fuel for inflight refueling, with dimensions approximately 57 inches long, 127 inches wide, and 52 inches high, weighing around 65 pounds. Currently, only two qualified sources are identified: American Fuel Cell and Coated Fabrics Company and Meggitt (Rockmart), both of which have been determined to be the only suppliers capable of meeting the government's specific requirements. The solicitation is expected to be issued on November 26, 2024, with responses due by January 10, 2025, and proposals will be considered within 45 days of the synopsis publication. While this is technically a full and open competition, the government does not own the technical data rights, which limits potential bidders.

The contract will cover a three-year period with a maximum quantity of 51 fuel cells, broken down into 12 units in the first year, 11 units in the second year, and 11 units in the third year. The anticipated contract award date is March 31, 2025, with delivery required on or before October 1, 2025. The previous contract, awarded on September 25, 2015, was to Meggitt and involved 73 units. There is no specific set-aside designation for this procurement, and it falls under the NAICS category 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing. The acquisition will be conducted under the authority of 10 U.S.C. 2304(C)(1), which allows for limited source solicitation when supplies are available from only a few responsible sources. An Ombudsman has been appointed to hear contractor concerns during the proposal development phase and can be contacted at (405) 855-3552.
