Update #1 ·
The U.S. Citizenship and Immigration Services (USCIS) seeks to reduce its backlog of approximately 72,500 FOIA requests currently facing the USCIS National Records Center (NRC), at Lee's Summit , Missouri, within a two year period. Work will be done in a government facility at the NRC in Lee's Summit, Missouri. Up to two shifts per day may be used. Contractors shall be capable of performing the following FOIA Request related activities: Review requests for content and consent; prepare relevant correspondence; coordinate with the FOIA requester on issues concerning document release, fees and other items; review, screen and redact documents; identify and apply FOIA exemptions; and prepare responses to requestors.
USCIS estimates that there are 72,500 FOIA requests that will require contractor action. Of these, it is estimated that 11,500 are routine requests that will require an average of 45 minutes each of processing time and 61,000 complex requests that will require an average of 120 minutes each of processing time.
USCIS intends to use an advisory multi-step process (FAR 15.202) to advise offerors about their potential to be viable competitors. Offerors are invited to submit a statement of qualifications of up to five single spaced pages with 1 inch margins in Times New Roman with a font size of 12 by no later than 10 days from the posting of this notice. The statement of qualifications will be evaluated on the offeror's relevant corporate experience providing similar services. USCIS intends to set this acquisition aside, in accordance with FAR 19.1405, for exclusive participation of Service Disabled Veteran Owned Small Business (SDVOSB.) USCIS anticipates having offerors use oral presentations (FAR 15.102) at the NRC in Lee's Summit, Missouri, to make their technical proposals. USCIS intends to award a single award one year term Indefinite Delivery Indefinite Quantity (IDIQ)contract, to be priced on a fixed unit price (per FOIA request/case) basis. It is anticipated that this will be a one year contract with a one year option. USCIS estimates 72,500 requests/cases will need to be addressed during the entire contract performance period. This requirement will be procured utilizing FAR Part 12, Commercial Items (Services) and FAR Part 15 (Contracting by Negotiation) procedures. The solicitation, which will contain the Statement of Work and evaluation factors, is expected to be posted to the Federal Business Opportunities (FedBizOpps.gov) Website not sooner than 15 days after publication of this synopsis.
