About this opportunity
The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground has issued a Special Notice for Formation Based Layered Protection (FBLP), a strategic initiative aimed at enhancing military force protection across multiple domains. The notice introduces a comprehensive approach to protect military formations from division to squad level by creating an integrated system of sensors, weapons, information, and personnel. Specifically focused on deterring conflict and providing robust defensive capabilities, the Army is seeking industry collaboration and feedback on the draft FBLP Characteristics of Need (CoN) document. This special announcement is not a solicitation or request for proposals, but rather an opportunity for industry partners to contribute to the ongoing dialogue about advanced protection architectures. The notice was posted on January 13, 2025, with feedback opportunities extending until April 2, 2025.
To participate in this initiative, potential industry contractors must meet specific certification requirements, primarily obtaining Joint Certification Program (JCP) credentials. Interested vendors must have a designated Data Custodian who can download and access controlled documents, with access granted only after submitting a request that includes their CAGE Code and JCP Certification Number. The Army emphasizes that no exceptions will be made for vendors not certified through the JCP, and all interested parties must apply for certification by completing a DD Form 2345 and emailing it to jcp-admin@dla.mil. The FBLP initiative seeks to develop a converged protection system that incorporates advanced sensors, automated decision support using AI/ML, and diverse effector capabilities across kinetic and non-kinetic domains. Contractors should note that this is a collaborative effort, with the CoN document being a living document that will be updated periodically based on technological observations and experimental results. Interested parties can direct questions to COL Marcus A. Brooks at jamarcus.a.brooks.mil@army.mil.
