The following supplier question and the Forest Service response is provided:
It appears that this design does NOT meet ADA rules, at least the ramp w/o handrails surely does not. Please clarify this.
Response:
As a federal agency, the Forest Service follows the accessibility guidelines under the Architectural Barriers Act (ABA).
The boat dock and gangway do meet ABA standards. The following information was derived from the ABA Accessibility Standards for Federal Facilities.
Gangways: Chapter 4 identifies the accessible route requirements for slope and width as 36" minimum width and less than 5% slope.
By using a 14' long gangway for this boat dock will allow for a 3.57% grade to reach the dock, which meets the above requirements.
The width of the gangway will be 4 feet wide. The gangway and dock will be located on a paved surface.
Handrails/Edge Protection: Chapter 10 identifies that if handrails/edge protection is needed for safety requirements, handrails/edge protection must comply with the accessibility standards.
Edge protection and handrails are not accessibility-related requirements but safety-related requirements. Since this dock is for boat access only (fishing and swimming is not allowed from the dock), the edge protection and handrails would actually create a barrier rather than facilitate the intended use and, therefore, will not be installed on the dock.

The following questions received from suppliers and Forest Service responses are provided:
1. The rollers on the forward section of 8 Ft x 20 Ft float, will they roll across a concrete or asphalt boat ramp surface, or other.
• The rollers will roll across a concrete ramp.
2. You mention in your project narrative the need to daily adjust the boat dock system. How do you plan to adjust 16 anchoring points (4 per 8 Ft x 20 Ft section) to dead man weights each day. This seems unpracticable and a lot of unnecessary work. Would you be open to a guide cable system down the center or edge of the boat ramp.
• Our current system and plan is very similar to your concept. We currently use a guide cable system and only use 2 or 3 anchoring points at a time. However, which anchoring points we use can change throughout the season based first on how many sections of dock we are using at a time (when the water is low we start with one section and then add on as the water comes up and vice versa as the water goes down). Secondly, one side of our ramp is going to be longer than the other due to terrain issues, so during peak season the ramp will be centered on the ramp to allow traffic on both sides. In the earlier and later parts of the season we need the ability to switch the dock to the other side of the cable to utilize the longer portion of the ramp and to only allow traffic on one side of the dock. Having numerous attachment points will give us the flexibility that we need to move the anchor cables where we need them to be.
3. Is it a requirement that the pontoons be aluminum, or would you accept polyethylene if they had UHMW drag on skis underneath them - would dramatically lower the overall cost, as aluminum will just as easily cut and wear out over a short time if left unprotected.
• We have decided to stay with aluminum due to experiences that we have had with our current dock which has polyethylene floats. Over the years the durability and damage they have incurred has been a serious maintenance issue for us. Drag skis wouldn't solve the problem as most of the damage we've had is on the sides of the pontoons. After researching the various options we've decided that aluminum pontoons would much better withstand the type of abuse that our current polyethylene pontoons haven't been able to take.

THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROCUREMENT. The resulting contract will utilize funds provided by the AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009. Interested parties are notified that the inclusion of unique provisions required in implementing the Act, including those for significant reporting and transparency, will be required of the successful contractor.
The purpose of this announcement is to make notice that the Forest Service contemplates releasing a Request for Proposals (RFP) numbered AG-82B1-S-10-0467 on or about June 30, 2010, for the RECOVERY Floating Boat Dock with Mobility System, Lake Como Recreation Area, Bitterroot National Forest. If the RFP is issued, it will be released through this FedBizOpps website. Prospective vendors should visit this FedBizOpps website from time to time on or after June 30, 2010, to obtain a copy of the RFP. This requirement is being solicited as an RFP under FAR Part 12. Proposals are due August 16, 2010; 10:00 AM MT. A single firm-fixed price contract will be awarded to the responsible offeror based upon price and other evaluation factors as stated in the solicitation (IAW FAR Part 9, Contractor Qualifications)
