Additional Question:
The Clarke fire pump driver is a different model due to stricter emissions guidelines and therefore we need to verify dimensions to determine the extent of modifications needed to make the new one fit. The pump dimensions may differ also and so we would like to verify the dimensions of it also.

Key Personnel Descriptions: An individual Key Team Member may not hold more than one key role. The following are minimum qualifications for the required key personnel:

Project Manager: The Contractor's Project Manager shall have either: (1) an engineering degree and 5 years of experience as a Project Manager working on projects similar in size and scope to the solicited project, or (2) 10 years of experience as a Project Manager working on projects similar in size and scope to the solicited project.
b. Site Superintendent: The Contractor's Site Superintendent shall have: (1) a minimum of 5 years of experience working on projects similar in size and scope to the solicited project, or (2) 10 years of experience as a Site Superintendent working in general construction areas that included extensive interactions with the Government.
c. Quality Control Manager: The QC Manager must be a graduate engineer, graduate architect, or a graduate of construction management, with a minimum of 5 years of construction experience OR a construction person with a minimum of 10 years of experience working on projects similar in size and scope to the solicited project.
d. Safety Manager: The Safety and Health Officer shall have a minimum of 5 years of experience working on projects similar in size and scope to the solicited project, and 5 years of experience working with the requirements described in Paragraph 28, SAFETY ASSURANCE

In addition to the typical required construction activities, the Contractor's involvement includes, but is not limited to, actions such as: integrating the design schedule into the Master Schedule to maximize the effectiveness of fast tracking design and construction (within the limits allowed in the contract), ensuring constructability and economy of the design, integrating the shop drawing and installation drawing process into the design, executing the material and equipment acquisition programs to meet critical schedules, effectively interfacing the construction QC program with the design QC program, and maintaining and providing the design team with accurate, up to date redline and as built documentation. The contractor shall require and manage the active involvement of key trade subcontractors in the above activities

Synopsis: Pre-solicitation
Subject: Fire Suppression
Description: The 168th Wing at Eielson AFB is seeking a Firm Fixed procurement for a purchase/repair/replace/install of a fire suppression system. Work shall consist of the following:
Repair/replace the existing fire suppression pump, motor and controls system to bring the fire suppression system back into service as designed and to meet standards as indicated in UFC 3-600-01, Fire Protection Engineering for Facilities; UFC 3-600-01, paragraph 4-42.2.1; UFC 3-600-01, paragraph 4-42.1.2. System must be tested and certified to meet fire suppression requirements as indicated in the above UFC codes and industry standard.
Repair/replace the existing steam water heater and associated connections. Isolation ball valves will be installed on steam and potable water lines for ease of future maintenance. The new system shall conform to health standards.
Duration: The total contract duration is anticipated to be 60 calendar days after notice to proceed and may include a winter exclusion period if applicable.

Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project.
