2. Description of Action:
A new competitive firm fixed price construction contract for project which includes “Brand Name Only” component for the Fire Alarm Panel/Transmitter - Monaco Fire Detection and Alarms System. The funding source will be SRM.
3. Description of Supplies/Services:
ANG Project # FTQW 17-2011, Repair Fire Pump, Bldg. 3130 at Eielson AFB, AK included one Brand Name for the Monaco Fire Pump Control including the Panel and all associated installation by a certified installer, commissioning and training requirements for the implementation into a complete Fire Suppression System. SRM funds will be utilized for this requirement.
4. Authority Cited:
10 United States Code 2304(c) (1), as implemented in Federal Acquisition Regulation 6.302-1 Only one responsible source and no other responsible source and no other supplies or services will satisfy agency requirements - it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The Monaco D-21 Fire Alarm System is a proprietary system that is only manufactured and maintained by Monaco Enterprises Inc. (MEI).
The new fire alarm system replacement parts being acquired must have point to point reporting capabilities directly to the the D-21 fire alarm centralized system. In accordance with 10 U.S.C.
2304(c)(1) and 41 U.S.C. 253(c)(1), FAR 11.105(a)(1), there is only one responsible source capable of fulfilling the requirement.
5. Reason for Authority Cited:
Only one responsible source, Monaco Enterprises, Inc and no other source of supply will satisfy agency requirement for the Fire Alarm System. The 168th Civil Engineer Squadron currently uses the Monaco Fire Alarms System at Eielson AFB as the base standard. The repaired equipment will need to fully integrate with the existing Fire Alarm System monitored by the host unit. The central supervising station receiving equipment is MAAP+ panel or MAAP-X panel from Monaco and the system must be fully compatible with this equipment. Acquiring a different alarm system as a whole would incur the additional cost of acquiring personnel, training, and support infrastructure to support the new system. By procuring an identical system, maintaining will be standardized and costs would be easier to control. Procuring a different panel would add an additional annual training requirement that 168th Wing travel authorizations may not be able to guarantee and incur identical requirement on host entity.
6. Efforts to Obtain Competition:
The solicitation for the construction contract is being issued as a total small business set aside competitive Request for Proposal. The brand name components represent a small portion (7.5%) of the overall construction project that is being competed.

8. Market Research:
The following market research techniques (FAR Part 10) were conducted within the previous 6 months:
a. Contacted knowledgeable individuals in the Government, including the 354th Base Civil Engineer Squadron, Fire Prevention Officer and Base Electricians regarding the market capabilities to meet the requirements.
Querying the Government wide database of contracts and other procurement instruments intended for use by multiple agencies that provide information relevant to agency acquisitions. Search of www.fbo.gov indicated within the last 12 months that the Departments of the Army and Air Force has posted similar justifications for brand name requirements for their applicable construction contracts.
In addition, the pre-solicitation notice specifying the intent to purchase this brand name equipment will be posted to FebBizOpps. This notice will invite persons who may have interest or capability to provide compatible equipment to respond accordingly. Any responses will be evaluation accordantly.
9. Interested Sources:
There are no known alternative systems that are fully compatible with the aforementioned systems based upon lessons learned and expert judgement by the subject matter experts and experience of the Alaska Air National Guard, National Guard Bureau, and Air Force.
