About this opportunity

The Department of Energy, National Nuclear Security Administration is preparing to procure life-cycle fire suppression services across three facilities in Nevada and California, with responses to this RFI/EOI due by August 24, 2026.

MSTS, operator of the Nevada National Security Sites and related DOE facilities, is structuring the procurement into three functional pools: Inspection, Testing and Maintenance (IT&M) Services; Architect/Engineer and Fire Protection Engineering Design Services; and Design-Build Modernization work. Work is performed at the North Las Vegas Facility, Remote Sensing Lab at Nellis Air Force Base, and NNSS in Mercury, Nevada, with administrative oversight at these locations.

The IT&M Services pool carries an estimated value of $4 million to $6 million over five years, structured as a hybrid contract combining fixed-price scheduled maintenance with time-and-materials emergency response requiring four-hour mobilization. The A/E and FPE Design Services pool and Design-Build pool are each structured as five-year IDIQs with fixed-price task orders, with anticipated maximum ceiling of $5 million across all pools over five years and a maximum of $500,000 per task order per year for Scopes 2 and 3. MSTS anticipates approximately eight task orders per year. Single awards are currently planned for the A/E and Design-Build pools, though multiple awards are possible. Installed systems use FM-200 and FK-5-1-12 suppression agents.

Personnel must be U.S. citizens and meet NFPA 72 and NFPA 13 requirements, including journeyman sprinkler fitters and factory-trained fire alarm technicians. Security clearances are not required, though uncleared personnel cannot access Sensitive Compartmented Information Facilities or Vault-Type Rooms. A/E firms that perform design services are prohibited from participating as subcontractors or joint-venture partners on subsequent Design-Build contracts for the same systems. For construction and design-build work exceeding $150,000, 100 percent performance and payment bonds are required; construction work between $35,000 and $150,000 requires payment bonds at 100 percent. Responses must be submitted in PDF format not exceeding 20 pages to Amy Justice at JUSTICAL@NV.DOE.GOV. Written questions were due July 21, 2026.

Notice text

The Nevada National Security Sites (NNSS) is a U.S. Department of Energy, National Nuclear Security Administration (NNSA) installation, operated by Mission Support and Test Services, LLC (MSTS), comprising approximately 3,561 square kilometers (1,375 square miles) of federally owned land located in southeastern Nye County, Nevada. Located approximately 105 kilometers (65 miles) northwest of Las Vegas, Nevada, the NNSS is accessed from U.S. Highway 95, which roughly forms the southern boundary of the site.

The MSTS also operates the North Las Vegas Facility (NLV); the Remote Sensing Lab at Nellis Air Force Base, North Las Vegas, NV (RSL-N); the Remote Sensing Lab at Andrews AFB, Maryland (RSLA); Special Technologies Lab at Santa Barbara, CA (STL); Livermore Operations at Livermore, CA (LO); and Los Alamos Operations at Los Alamos, NM (LAO).

MSTS is issuing this Request for Information (RFI) and Expression of Interest (EOI) to conduct market research and gather industry feedback.

Our organization is preparing a procurement strategy to support the life-cycle requirements of our fire suppression systems for the following facilities:

  • NLV Facility located at 232 Energy Way, North Las Vegas, NV 89030
  • RSL-N Facility located at 4600 N. Hollywood BLVD, Las Vegas, NV 89191
  • NNSS located in Mercury, NV 89023

The proposed scope includes:

  • Inspection, Testing and Maintenance (IT&M) Services
  • Architect/Engineer (A/E) and Fire Protection Engineering (FPE) Design Services
  • Design-Build (D-B) Modernization, Modification, and Construction Work

The objective of this RFI is to gauge industry interest, assess market capabilities, and solicit feedback on our proposed contracting structure to maximize competition, obtain high-quality services, and manage risk effectively.
