About this opportunity
The Department of the Army's Deputy Assistant Secretary - Financial Management & Comptroller is seeking capability statements for Financial Management Training Support Services through a Sources Sought Notice (SSN). The government is requesting detailed submissions from potential contractors who can provide comprehensive training support for the DoD Financial Management Certification Program, including workforce development, certification program management, and training course development. Interested parties must submit capability statements limited to 25 pages by 5:00 PM Eastern Time on February 7, 2025, via email to the Contract Specialist LaTischa Castro-Kiser. The government will evaluate market responses to assess potential contractors' capacity to provide services consistent with the program's scope and to deliver performance-based service acquisition. Respondents must provide detailed information about their organization, including CAGE Code, Unique Entity ID, contact information, and evidence of capability to manage financial management certification help desks, develop training courses, and create web-based training management tools.
The Sources Sought Notice indicates that the requirement may potentially be set aside for small businesses, with all small business categories under consideration. While no specific award value is mentioned, the contract will involve supporting nearly 16,000 financial management workforce members and requires contractors to develop and deliver at least 50 commercial off-the-shelf training courses mapped to 24 financial management competencies. Contractor personnel must possess active secret clearances and work primarily at the Pentagon, with training facilities located in the Washington D.C. metro area capable of hosting 32 students per classroom. The performance will require key personnel including a Senior Project Leader, two Senior Specialist 2s, one Senior Specialist 3, and two Specialist 1 positions. This procurement falls under the Educational Support Services NAICS category (611710) and the Education/Training - General PSC category, reflecting the specialized nature of the required training services.
