About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure fluid filters under NSN 1H-4330-013892458-X5, TDP VER 003, with a quantity of 7 units required. The filters will be delivered to two DLA Distribution centers: one in New Cumberland, PA and another in Tracy, CA. The government intends to solicit and negotiate with only one source under FAR 6.302-1 authority, as the rights to use the data needed to purchase or repair this part from additional sources are not owned by the government and cannot be purchased, developed, or otherwise obtained, making reverse engineering uneconomical. While this is not a request for competitive proposals, all responsible sources may submit proposals, quotations, or capability statements within 45 days of the notice publication date (30 days if award is issued under an existing Basic Ordering Agreement). The due date for responses is August 29, 2025, and award will only be made if the offeror, product, service, or manufacturer meets qualification requirements at the time of award per FAR clause 52.209-1.

This procurement is designated as a 100% set-aside for small business concerns under FAR clause 52.219-6, with the specific type of set-aside to be determined in the solicitation through various clauses including HUBZone, Service-Disabled Veteran-Owned, Women-Owned Small Business, or Historically Black College/University and Minority Institution set-asides. No incumbent contractors or potential awardees are specifically named in the notice. The contract involves a relatively small quantity of specialized equipment with only 7 units being procured. The procurement falls under PSC category 4330, which covers centrifugals, separators, and pressure and vacuum filters. Military and federal specifications, standards, and other standardized documents are available through the DoD Single Stock Point (DODSSP) and ASSIST-Online at http://quicksearch.dla.mil/. The government's determination whether to compete this proposed contract based on responses to this notice remains solely within their discretion.
