This is an AWARD NOTICE, that the 902nd Contracting Squadron, JBSA-Randolph AFB, TX awarded the Indefinite Delivery Indefinite Quantity (IDIQ) Contract to build and repair Fencing with a performance period of three (3) years on 28 September 2012. Performance location will be JBSA-Randolph, Seguin Auxiliary Air Field, and Canyon Lake Recreation Area, TX and may be decentralized for use by other JBSA installations.
The Lowest Price Technically Acceptable source selection procedures were used. Delivery Orders will be written against the IDIQ contract until either the maximum project ceiling amount has been expended or three (3) years from the date of contract award has been exceeded, unless sooner terminated under the terms of this contract. The applicable NAICS for this requirement is 238990 with the size standard of $14M. This procurement was limited to HUBZone firms nationwide. The Davis-Bacon Act applies to this requirement.
Gideon Contracting, LLC is hereby referred to as the awardee, is considered the Lowest Price Technically Acceptable, and has been deemed to meet the responsiveness as well as the responsibility required.

NOTE THIS ACQUISITION IS SET ASIDE FOR HUBZONE FIRMS ONLY-ALL CONTRACTORS MUST BE CCR REGISTERED.
This is a PRE-SOLICITATION NOTICE that the 902nd Contracting Squadron, Randolph AFB, TX intends to competitively procure an Indefinite Delivery Indefinite Quantity (IDIQ) Contract to build and repair fencing using lowest price technically acceptable source selection procedures. Task orders will be written against the IDIQ contract until either the maximum project ceiling amount has been expended or three (3) years from the date of contract award has been exceeded, unless sooner terminated under the terms of this contract. All work shall be in conformance with the drawings and specifications including the furnishing of all materials, labor, plant, tools, equipment, transportation, and services incidental thereto. The work required to be performed by the Contractor consists of, but is not limited to, a broad range of projects to provide maintenance, repair, alteration and minor construction of fencing projects to include building, residential, and commercial work at Randolph Air Force Base, Canyon Lake Recreation Area, Seguin and all DOD facilities in the Joint Base San Antonio area. Under Joint Basing San Antonio (JBSA), project locations may also include Lackland AFB, Kelly Field Annex, Medina Base, Ft Sam Houston, Camp Bullis, and Camp Stanley. The above description of work is for the purpose of general information only and is not intended to include and describe every feature or item of work or to define the scope of work. The estimated magnitude of this project is between $1,000,000.00 and $5,000,000.00. The applicable NAICS code for this requirement is 238990 with the size standard of $14M. The Davis-Bacon Act applies to this requirement. The solicitation package will be issued in the form of a Request for Proposal (RFP) and will be made available from the Internet (EPS Web-Site) address http://www.fedbizopps.gov. on or about 1 August 2012. The closing date shall be 30 calendar days from the solicitation package actual issuance date. The pricing vehicle (unit price book) for the proposed contract will be the RS Means cost data with the San Antonio, Texas area cost factor for material, labor and equipment separately applied, plus a coefficient. The contractor will be required to develop the statements of work and cost proposals for projects awarded against the proposed IDIQ. It is the Governments intent to include design-build requirements in the proposed contract as well THIS REQUIREMENT IS SET ASIDE FOR HUBZONE FIRMS NATIONWIDE. ALL PROSPECTIVE OFFERORS MUST BE REGISTERED IN THE CENTRAL CONTRACTORS REGISTRATION (CCR) DATA BASE, MUST HAVE A DUNS NUMBER, AND A TAX ID NUMBER IN ORDER TO BE ELIGIBLE FOR AN AWARD. OFFERORS ARE FURTHER ADVISED THAT FAILURE TO REGISTER IN THE DOD CENTRAL REGISTRATION DATABASE WILL RENDER THE FIRM INELIGIBLE FOR AWARD. ALL INTERESTED PARTIES MUST COMPLETE THE ONLINE REPRESENTATIONS AND CERTIFICATIONS APPLICATION (ORCA).
