About this opportunity
The Federal Bureau of Prisons (BOP) is seeking market research for a construction contract to replace Chiller #3 at the Federal Correctional Complex in Pollock, Louisiana. The project requires removing the existing chiller and installing a new one with specific technical requirements, including operation with R1233zd or R514A refrigerants, 0.45 kW/ton efficiency, and a 770-ton capacity at 60/50 Hz. Interested contractors must be registered in SAM.gov and possess the NAICS code 238220 (Plumbing, Heating, and Air Conditioning Contractors). Vendors are required to complete and submit a sources sought questionnaire to Patrick Ford at pford@bop.gov by December 20, 2024. Evaluation will likely focus on technical capabilities, business size, subcontracting potential, and ability to meet the complex technical specifications for the chiller replacement.
The contract is not set aside for any specific business category and has an estimated project magnitude between $500,000 and $1,000,000. The small business size standard for this NAICS code is $19 million, which provides opportunities for small and medium-sized businesses. The project will require a performance period of 364 calendar days and will involve work at a male federal prison complex. Security clearances taking 30 or more days will be required for all on-site workers, which may impact contractor selection and project timeline. Contractors will need to demonstrate technical expertise in HVAC systems, specifically in high-performance chiller installation with specialized refrigerant requirements. The subsequent full solicitation will be posted on SAM.gov at a later date, with detailed bidding instructions.
