About this opportunity
The Naval Air Systems Command (NAVAIR) in support of PMA-261 intends to issue a sole-source delivery order to Sikorsky, A Lockheed Martin Company, to develop an Israel Air Force Baseline Fatigue Substantiation Program, with responses due September 4. This is a notice of intent under 10 U.S.C. 2304(c)(1) and FAR 6.302-1; NAVAIR does not intend to solicit competitive proposals.
Place of performance is Stratford, Connecticut. The delivery order will be issued under existing Basic Ordering Agreement N00019-23-G-0002 and will procure all material and services required to create, update, and manage configuration of documentation needed to establish the baseline fatigue substantiation program based on the IAF anticipated usage spectrum. NAICS code is 336411, Aircraft Manufacturing; PSC code is 1680, Miscellaneous Aircraft Accessories and Components.
NAVAIR's justification for sole source rests on Sikorsky's status as the sole designer, developer, and manufacturer of the H-53 airframe, as well as the sole integrator of avionics and weapons systems, making it the only contractor with the requisite knowledge, experience, and technical data to meet government requirements on a timely basis. The notice invites interested parties to identify capability; however, award determination remains solely at government discretion. Companies interested in subcontracting opportunities should contact Jason Lockwood, jason.lockwood@lmco.com.
