About this opportunity
The Department of the Navy Naval Air Systems Command intends to procure flight test instrumentation (FTI) for F-35 aircraft through a sole-source contract with Lockheed Martin Aeronautics Company located in Fort Worth, TX. The procurement will support test and evaluation activities for Follow on Modernization Block 4, Block 5, and future weapons integration through Fiscal Year 2032. Contract actions will encompass system engineering, design, integration, configuration management, procurement, fabrication, installation, modification, support, and removal of FTI and associated equipment. The contract will be pursued under 10 U.S.C. 3201(a)(1) statutory authority, with Lockheed Martin identified as the sole qualified source due to their unique design, development, and manufacturing capabilities for the F-35 aircraft. The pre-solicitation notice was posted on March 31, 2025, with responses due by April 14, 2025, though the government emphasizes this is not a competitive proposal request.
The contract opportunity does not have a specific set-aside designation and includes potential subcontracting opportunities to be coordinated through Sean Lightcap at Lockheed Martin. While specific award values are not disclosed, the contract will span multiple years through Fiscal Year 2032, indicating a potentially significant long-term procurement. The procurement is specifically for the F-35 Lightning II Program and is export-controlled, restricting data availability to domestic sources only. Interested parties may submit voluntary capability statements, with the understanding that the U.S. Government retains sole discretion in determining procurement approach. Subcontractors interested in potential opportunities can contact Sean Lightcap directly at (817) 584-1276 for further information about involvement in the project.
