About this opportunity
The Defense Logistics Agency Aviation is conducting market research to procure 35 units of a Master Interconnect Assembly-Remote Interface Unit (NSN: 1280-01-087-4370, P/N: 16E1628-5) for F-16 aircraft applications. This pre-solicitation notice serves as a combined Request for Information and Synopsis designed to identify capable sources and improve small business access to acquisition information. Potential offerors must meet rigorous manufacturing qualification requirements, including facilities certification, process verification, performance and environmental testing, and submission of a pre-contract award qualification article for government evaluation. The government has indicated that it does not plan to use commercial item acquisition policies under Part 12, though interested parties may identify their capability to satisfy requirements with commercial items within 15 days of this notice. The deadline for responses to this pre-solicitation notice is February 5, 2026, and interested parties should contact April Blakeley at 385-591-8032 or april.blakeley@us.af.mil for additional information.
This procurement is not set-aside for small businesses, and no incumbent contractor is identified in this notice. The estimated delivery schedule is 14 months from contract award to the Southwest 3210 destination. Offerors should anticipate that completing all qualification activities will require approximately 365 days and cost an estimated $65,000 at their own expense, with government notification of qualification article status expected within 180 days of submission. Source Qualification Waiver Criteria may be available for certain categories of offerors, including those previously qualified for related items or assemblies, though qualification completion is mandatory before contract award and does not guarantee contract selection. The specific award value is not disclosed in this pre-solicitation notice, which remains a market research instrument rather than a binding solicitation.
