About this opportunity
The Defense Logistics Agency Aviation is conducting market research and soliciting information regarding the procurement of Fuel Cells for F-16 Aircraft, with a combined Request for Information and Synopsis posted on November 26, 2025. Interested parties must submit capability statements, proposals, or quotations by December 12, 2025, and may identify commercial item solutions within 15 days of the notice. This procurement requires Manufacturing Qualification Requirements (MQR) compliance, meaning potential sources must undergo a rigorous qualification process that includes facility verification, testing capability demonstration, data package submission, manufacturing process compliance verification, qualification test plan submission, and provision of a pre-contract award qualification article for evaluation. The qualification process is estimated to require 730 days and will involve testing and evaluation costs of approximately $50,000, with an additional potential cost of $1.2 million for approved wet test fixtures from Lockheed Martin. Interested parties should contact Kody Quayle at 385-519-8570 or kody.quayle@us.af.mil for further information.
This procurement is not set-aside for small businesses, and all responsible sources are eligible to compete. The Government estimates a requirement for 20 units of the Fuel Cell (NSN 1560-01-322-9987) with delivery scheduled between June 4, 2027, and October 4, 2027. While specific award values are not disclosed in this pre-solicitation notice, the qualification costs outlined in the MQR documentation suggest significant investment requirements for potential suppliers. The approved source retains data rights, manufacturing knowledge, and technical data associated with this highly specialized component. This procurement involves complex engineering requirements and is restricted to sources with existing unique design capability, engineering skills, and manufacturing knowledge, with qualification waivers available only under specific circumstances such as previous supply certifications or qualifications for similar items.
