About this opportunity
The Naval Air Warfare Center Weapons Division at China Lake, California intends to procure a renewal of Exata Software from Keysight Technologies on a sole-source basis. This procurement falls under the Software Publishers NAICS category and involves business application software with a perpetual license. The requirement is being sole-sourced to Keysight Technologies located at 1900 Garden of the Gods Road, Colorado Springs, Colorado, due to this being a renewal of existing software. Interested firms believing they can fulfill this requirement may submit written responses to Virginia Dennison at virginia.j.dennison.civ@us.navy.mil within 5 days of the July 7, 2025 publication date, with a due date of July 14, 2025. Responses must reference solicitation number N6893625Q5095 and include a capability statement demonstrating experience, assets, background, and ability to perform the work without compromising quality, accuracy, reliability, and schedule. All potential contractors must maintain an active registration in the System for Award Management (SAM) database.
This procurement does not utilize any set-aside designations and is structured as an other than full and open competitive acquisition. Keysight Technologies appears to be the incumbent contractor, as the government specifically notes this is a software renewal and has sole-sourced the requirement to this company. The procurement involves a quantity of one lot of Exata Software, though no specific award values or budget ranges are disclosed in the pre-solicitation notice. The timeline is compressed, with only a 7-day window from posting to the response deadline, reflecting the nature of a software renewal rather than a new procurement. All entities must comply with SAM registration requirements, including submission of notarized letters for Entity Administrator authorization, which may require several days for processing and must be maintained in active status for award eligibility.

Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration.
