About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP) is procuring one Escape Hatch Assembly (Part Number 06207-01007-047, NSN 1RM 0000 LLF02N258 H5) through a sole source procurement. The agency intends to solicit this requirement on a sole source basis with Sikorsky, as the government does not own the data or intellectual property rights necessary to source this item from alternative suppliers. All responsible sources may submit capability statements, proposals, or quotations for consideration, and the Government will evaluate submissions received within 45 days of this synopsis notice to determine whether to conduct a competitive procurement. The procurement will utilize the provisions, clauses, and procedures prescribed in Federal Acquisition Regulation (FAR) Part 15, rather than treating this as a commercial item acquisition under FAR Part 12. The due date for submissions is May 18, 2026, and the contracting office anticipates award under an existing Basic Ordering Agreement (BOA). Any firm not already approved to manufacture this material must submit a Source Approval Request (SAR), though the Government has indicated it will not delay this procurement to await SAR approval.

This procurement carries no set-aside designation for small businesses or other special categories. Sikorsky is identified as the anticipated sole source contractor based on the agency's expectation of receiving a single acceptable offer. No specific award value or budget range is disclosed in this pre-solicitation notice. The requirement is for one unit of the escape hatch assembly, with delivery FOB Origin. The contracting authority for this sole source determination is cited as 10 U.S.C. 3204(a)(1) as supplemented by FAR 6.302, establishing the legal basis for the single-source approach rather than full and open competition.
