About this opportunity

The Department of the Navy Naval Supply Systems Command is procuring repair and modification services for encoders, specifically eight units identified by NSN 7H-5990-016583102-X3 (TDP VER 002). This is a pre-solicitation notice indicating the Government's intent to solicit and negotiate with a single source under FAR 6.302-1 authority, though all responsible sources may submit proposals, quotations, or capability statements to express their interest and capability. The Government does not own the rights to data necessary to purchase or repair this part from additional sources, and reverse engineering the component is deemed uneconomical. Interested parties should consult Military and Federal Specifications, Qualified Products Lists, and other standardized documents available through the DoD Single Stock Point at the Document Automation and Production Service in Philadelphia, PA, or via ASSIST-Online. The pre-solicitation notice was posted on February 6, 2026, with a due date of March 9, 2026, allowing potential contractors 31 days to respond; the Government will consider all proposals received within 45 days of publication (30 days if award is under an existing Basic Ordering Agreement).

No set-aside designation has been applied to this procurement action. The contract requires delivery FOB (Free on Board) Origin for the eight encoder units. While no specific award value or budget range is disclosed in the notice, the relatively small quantity of eight units suggests a limited-scope repair and modification effort. The pre-solicitation notice does not identify any potential incumbents or current contractors, nor does it specify a timeline for service completion beyond the stated delivery terms. Contractors should be prepared to demonstrate their capability to perform the necessary repair and modification work in compliance with applicable military specifications and standards referenced in the solicitation.
