The Department of the Navy Naval Supply Systems Command is seeking a contractor to repair a specific computer enclosure with National Stock Number 7R-1680-016707156-P8, with a quantity of 17 units to be delivered FOB Origin. The solicitation requires a repair with a specific Repair Turnaround Time (RTAT) to be defined by the contractor, and mandates precise reporting through the Commercial Asset Visibility (CAV) system within five business days of asset receipt. The government intends to negotiate with a single source under FAR 6.302-1 authority, with all interested parties able to submit proposals, quotations, or capability statements within 45 days of publication (30 days if using an existing Basic Ordering Agreement). Engineering source approval is required to maintain part quality, and the approved source will retain critical design and manufacturing data rights. Potential contractors must demonstrate unique engineering skills and manufacturing/repair knowledge specific to this component.
The pre-solicitation notice indicates no specific set-aside for this procurement, and does not mention potential award values or incumbent contractors. The contract includes a 365-day induction period after award, during which assets can be submitted for repair, with a monthly throughput to be specified by the contractor. Early and incremental deliveries are acceptable, and an alternate source can qualify only by following strict procedures approved by the cognizant government engineering activity. The solicitation emphasizes the government's discretion in determining competitive procurement, and explicitly notes that commercial item policies from FAR Part 12 will not be applied. Interested parties can obtain relevant specifications and standards through the DoD Single Stock Point or ASSIST-Online resources, with additional support available through document services in Philadelphia, PA.
