***** The Government intends to issue the final Request for Proposal (RFP) within the week of 17 December 2012 *****

The United States Army Contracting Command, Aberdeen Proving Ground (ACC-APG) intends to solicit and award an Indefinite-Delivery/Indefinite Quantity (IDIQ) contract, with Cost Reimbursement and Fixed Price task orders for a period of five (5) years for the Electronic Warfare Planning and Management Tool (EWPMT). The EWPMT acquisition will develop a framework to integrate current and future Electronic Warfare (EW) capabilities into a networked, modular system capable of providing a unified EW capability across the force. It is a software application that gives Electronic Warfare Officers (EWO) mission planning capability to plan, coordinate, manage, and deconflict unit EW activities. The tasks required for EWPMT include, system engineering, design engineering, software engineering, configuration management, program management, systems integration & testing, and logistics support. Delivery of the EWPMT system will be made in six (6) annual software Capability Drops, the first of which will be awarded with the Basic Contract. Each subsequent CD will be awarded as a separate task order as the requirements become more defined. Additional task orders may be awarded as necessary.

This acquisition will be solicited under full and open competition. The North American Industry Classification Systems code (NAICS) for this effort is 541511, which has a small business size standard of $25.5 million.
