This solicitation seeks proposals to install approximately 1,400 linear feet of galvanized steel chain link security fencing and 54 linear feet of overhead slide gates at the EES CON Laydown Yard located on the Savannah River Site in Aiken, Allendale and Barnwell Counties, South Carolina. The Department of Agriculture Forest Service is procuring these construction services and will evaluate proposals based on price. Interested offerors must submit proposals by the deadline of February 2, 2024.

The solicitation is set aside for total small businesses. The predominate NAICS code is 238990 for all other specialty trade contractors and the primary PSC code is F999 for miscellaneous fencing. No incumbent is named. The statement of work requires the contractor to clear and grub 0.72 acres of land and complete all fence and gate installations within 10 calendar days of receiving the order. Pricing is to be included to furnish all labor, supervision, equipment, tools and materials required to complete the project at the specified place of performance.

This project will be conducted at the Savannah River (SRS) as shown on the enclosed map provided. Construction activities include fence construction, gate installations, and power box. Work will also consist of construction of barbed wire fence and gate installations in accordance with the Statement of Objectives, Drawings, and the Specifications.

The contractor must supply all tools, equipment and incidentals in order to complete this project. All deliverables must be delivered to the jobsite within 10 calendar days from date of receipt.  The agency must also indicate the number of business days the contractor has to deliver the final deliverable from date of receipt of the government’s comments.

***IMPORTANT*** - Badge request access to the site it needs 5 days to process. No more site visits after 1/22/2024.

Offerors need to be at the badge office on Tuesday, January 16th at least 2 hours prior to complete the badging process. Offerors may get checked at the guard gate when entering the site, no firearms/weapons/bullets/alcohol/drugs of any kind in the vehicle upon inspection or they will not be able to go on site for the pre-bid. No drug paraphernalia. If there is a prescription bottle in the vehicle, make sure the contractors have a prescription for the drugs from a doctor. Savannah River Site security personnel are very serious about this, please be aware.

***IMPORTANT*** - Reason for 2nd site visit is because after the 12/18/2023 Savannah River Site (SRS) is not accepting any badge requests until 1/2/2024. Anyone visiting on 1/8/2024 would need to submit their badge requests on 1/2/2024 because it needs 5 days to process.
