Project Title Laydown Yard Security Fence
1.0 Purpose
Providing a safety security barrier around the perimeter of the USFS Laydown Yard.
2.0 Scope or Mission
The contractor must provide all equipment, labor, supervision, tools, and other incidentals and execute all work necessary to construct 18’ 9-gauge chain link fence, metallic coated steel barbed wire at the top of the fence, a 2 swinging gates and 2 sliding gates. This work must consist of activities of fence construction. The contractor must clear the areas of fence construction of trees and or other large vegetation. Construction of the fence must be in conformance with dimensions shown on the typical drawings attached and as designated on the ground. The fence composite construction must consist of a combination of the typical sections.
(Attachment 1 – Fence Installation Detail). The contractor must pick up, purchase and deliver all materials and transport them to the Laydown Yard. All unsuitable materials must be removed from the project site and transported to a site designated by the COR for disposal. The contractor must place fence post 10’ with an intermediate brace unit, (see specification 230.04), every 250’ for a continuous straight run or as designated by the COR. The fence post composite is to conform to the dimensions shown on the typical drawings. The fence is to be constructed and finished as is ordinarily accomplished with minimal ground disturbance. Alignment of the fence-line construction must not vary more than 1 foot per 500 feet. Construction must be in a smooth continuous fashion, so as not to have a zigzag appearance. Wire must be pulled tight but not to the point that the wire begins to stretch. Each wire must be attached to each post, as shown on the drawings, with 1 ¼ “9-gauge galvanized steel staples to prevent sagging of the wire and to maintain proper elevation. This work must include setting a corner post adequately withstanding the pulling action of the attached wire, as shown on the attached drawings, including brace posts. Corner post and brace poles shall have the diameter and dimensions as shown on the drawings. Contractor must install each corner post with braces in accordance with the lines shown on the drawings and at the locations designated on the ground (within 6”) by the COR. This work must be done prior to the placement of the barb wire. Each gate post must have a minimum of one bag of sackrete placed around the base. Postholes must be 2’ to 3’ wider than post on all sides. Water will be added to sackrete per manufactures directions, to set for two days prior to subjecting the gate loads. The postholes must be filled to the surface level with native material. Gates must be mounted to post as shown on the drawings. Any post installation required must be considered incidental to this pay item. Gates must be mounted so that they are leveled, swing freely, do not scrap the ground, and do not rub or touch other sections of the fence and gate. Hangers must be installed to prevent easy removal of the gate. Cantilever slide must be installed (in compliance with ASTM F1184 Type II). Class 1- External Roller Design:
Horizontal top and bottom steel pipe track members to be 2.375 in. O.D. (Outside Diameter) (60.3 MM), vertical and internal members 1.900 in O.D. in compliance with ASTM F1043 Group IA 1083 sch 40 pipe & ASTM F1043 Group IC pipe. Gate frame must be fabricated by welding, vertical, and horizontal members located greater than 8 ft. (2400 mm) apart. The length of the back frame support section must be a minimum of 40% of the opening. Welded joints are to be protected by applying zinc- rich paint in accordance with ASTM Practice A780. Gates designed to open and close by applying an initial pull force no greater than 40 lbs.
(18.14kg). Match chain link fabric to that of the fence system. Positive locking latch fabricated galvanized pressed steel. Galvanized steel drop bars provided with double gates. Gate post, 4.000 in. O.D. (101.6 mm)
3.0 Period and Place of Performance
This work will begin within the time period of January 8, 2024, and conclude within 60 days from time period. The work will be performed at the USDA Forest Service Savannah River Site (SRS).
4.0 Background
This project will be conducted at the Savannah River (SRS) as shown on the enclosed map provided. Construction activities include fence construction, gate installations, and power box. Work will also consist of construction of barbed wire fence and gate installations in accordance with the Statement of Objectives, Drawings, and the Specifications.
5.0 Performance Objectives
The contractor is to pursue all work on site in accordance with all Federal, State, and Local laws governing transportation and work being performed. All equipment proposed to be used for performance of the work must be of size, type, number and in such condition to properly pursue the requirements of this contract. All equipment must be capable of performing the work necessary to meet the requirement of the plans and specifications herein. The contractor’s proposed equipment must be made available for inspection prior to the award of the contract. The fence must be constructed to conform to the typical section drawings attached and as described in the objectives.
6.0 Deliverables / Schedule
The contractor must furnish, store, and protect all deliverable products.
• The contractor must supply all tools, equipment and incidentals in order to complete this project. All deliverables must be delivered to the jobsite within 10 calendar days from date of receipt. The agency must also indicate the number of business days the contractor has to deliver the final deliverable from date of receipt of the government’s comments.
• The contractor must install swing gates and gate posts in compliance with ASTM F567. Direction of swing must be outward.
Gates must be plumb in the closed position having a bottom clearance of 3 in. (76 mm) grade permitting. Hinge and latch offset opening space from the gate frame from the post must be no greater than 3 in. (76 mm) in the closed position. Double gate drop bar receivers must set in a concrete footing minimum 6 in. (152 mm) diameter 24 in. (609.6 mm) deep. The contractor must install horizontal slide gate according to manufactures instructions and in accordance with ASTM F567.
Gates must be plum in the closed position, installed to slide with an initial pull force greater than 40lbs. (18.14kg). Double gates drop bar receivers to be installed in a concrete footing minimum 6 in. (152 mm) diameter, 24 in (609.6 mm) deep.
Roller guards and guidepost must be installed on Type 1 external roller cantilever slide gate in compliance with ASTM F1184.
Ground clearance must be 3 in. (76 mm), grade permitting. Chain-link fabric must be installed outside of the framework.
Attach fabric to terminal post by threading the tension bar through the fabric; secure the tension bar to the terminal post with tension bands and 51/6 in. (7.94 mm) carriage bolts spaced greater than 12 inches (304.8 mm) on center. Small mesh fabric less than 1 in. (25 mm), attach to terminal post by sandwiching the mesh between the post and a vertical 2 in. wide (50 mm) by 31/6 in. (4.76 mm) steel bar using carriage bolts, bolted thru the bar, mesh and post spaced 15 in. (381 mm) on center. Chain link fabric to be stretched taut free of sag. Fabric to be secured to the line post with tie wires spaced no greater than 12 in (304.8 mm) on center and to the rail spaced no greater than 18 in (457.2 mm) on center. Secure fabric to the tension wire with hog rings spaced no greater than 18 in (457.2 mm) apart. Excess wire must be cut off and bent over to prevent injury. The installed fabric must have a ground clearance no more than 2 inches (50 mm). Barb wire needs to be stretched taut between terminal post and secured in the slots provided on the line post barb arms. Attach each strand of barbed wire to the terminal post using a brace band.
• Tasks and Associated Deliverables: The contract must provide adequate documents showing proof of all material delivered to the jobsite to the Contracting Officer’s Representative (COR).
• Reporting Requirements: At all times during the performance of this contract, the contractor is responsible for providing daily updates on the status of work progression as part of their quality control. The contractor is responsible for the establishing the inspection procedures necessary to ensure that all the statement of objectives are met and that all equipment and tools are maintained in good and safe working condition. The contractor must maintain records of accomplishment using the Accomplishment Report Form. Accomplishment report must be signed by the COR or Inspector prior to invoicing for services rendered. These records must be delivered to the COR with an invoice for the service rendered during the performance times and shall become property of the government.

Provide a certified copy to USDA FSSR Safety Manager for approval prior to NTP (Notice to Proceed).
7.0 Operating Constraints
The contractor must exercise caution and care while pursuing the work to prevent unnecessary conflict with, or potential hazards.
The contractor’s movement on the existing transportation system of the SRS may be restricted due to limited access into the site via manned security barricades on the perimeter and interior unmanned barricades that will increase transportation time to access work site. All work is to be scheduled so that by the end of each working day, the fence is secure with no gaps or openings let within each section worked. If for any reason an existing section will be left unsecured for more than 1 hour, the COR shall be notified at least (24) hours prior to the contractor leaving the section.
