About this opportunity
This Special Notice announces the U.S. Army's intent to award a sole source contract to Sherpa6 Inc., a Service-Disabled Veteran-Owned Small Business, for Digital Situational Awareness Assessment and Training computer system design engineering services. The contracting agency is the U.S. Army Contracting Command, Aberdeen Proving Ground, Natick Contracting Division on behalf of the Soldier Protection and Optimization Directorate.
The Special Notice seeks to fulfill requirements through a sole source award under the authority of FAR 6.302-5(b)(6) and 15 USC 657f due to Sherpa6 Inc. being the only company found capable of satisfying requirements during market research. An RFI was issued in March 2019 which yielded submissions from 8 companies, 4 small businesses and 4 large businesses, but only Sherpa6 Inc. was fully capable. The work is not currently performed under the 8(a) Program. The deadline for proposals was September 13, 2019. The NAICS code is 541512 with a $27.5 million size standard, and the contracting officer verified Sherpa6 Inc. as an SDVOSB under this code.
Notice text
The U.S. Army Contracting Command, Aberdeen Proving Ground, Natick Contracting Division (NCD), on behalf of The Soldier Protection and Optimization Directorate (SPOD), intends to award a Cost Reimbursement contract on a sole source basis to Sherpa6 Inc., a SDVOSB, for Computer System Design Engineering Services for Digital Situational Awareness Assessment and Training (DSAAT). A Request for Information (RFI) was posted on FBO on March 29,2019, RFI number W911QY19RDSAAT. The results of the RFI yielded 8 submissions, 4 from Small Businesses (only 1 SDVOSB) and 4 Large Businesses. The requiring activity evaluated each capability statement against the draft PWS and RFI. Based on the evaluation of the capabilites statements, the Government found that only Sherpa6 (SDVOSB) and 1 Large Business were capable of satisfying all the Government's requirements. The requirement will be awarded under the authority of FAR 6.302-5(b)(6) Sole source awards under the Veterans Benefits Act of 2003, 15 USC 657f. Sherpa6, Inc. meets the FAR requirements for a sole source award outlined under FAR 19.1406. The work is not currently being performed under the Small Business 8(a) Program. The contracting officer verified that Sherpa6, Inc is an SDVOSB under the NAICS code 541512. The Government has no reasonable expectation that two or more capable offers would be received from SDVOSB concerns. As such, this contract will be awarded to Shera6, Inc. The applicable NAICS code is 541512 with a size standard of $27,500,000.00.
