About this opportunity
The Department of Veterans Affairs Office of Information and Technology is conducting market research for Local Exchange Carrier (LEC) telecommunications services across the enterprise through multiple states. The procurement seeks Plain Old Telephone Service (POTS) Line Flat Rate and Caller ID Feature services to be provided 24 hours per day, seven days per week with maximum service availability at VA facilities including medical centers, outreach centers, community-based outpatient clinics, veterans benefits offices, and national cemeteries. Interested vendors must submit a five-page Vendor Capabilities Statement indicating their company size standard for NAICS code 517111 (Wired Telecommunication Carriers) and complete a comprehensive Market Research Workbook identifying their ability to provide services at each of 416 Service Delivery Points nationwide. The evaluation will be based on vendors' capability to provide all required services at all listed locations, with responses requiring a yes/no designation for each service delivery point. All responses must be submitted by 2:00 PM CST on May 21, 2025, via email to the designated contracting officer.
This pre-solicitation notice does not include any set-aside designations and is open to all qualified vendors. No incumbent contractors or potential award values are specified in the current market research phase, as this Request for Information is issued solely for planning purposes and does not constitute a formal solicitation. The contract structure outlined in the Performance Work Statement indicates a Firm-Fixed-Price arrangement with a three-month transition period beginning August 2025, followed by a nine-month base period and four optional 12-month periods extending through July 2030. The scope encompasses 416 unique service delivery points across multiple states, requiring vendors to demonstrate comprehensive national coverage capabilities. Key performance requirements include 99.9% uptime, 24/7 technical help desk support, four-hour mean time to repair for service outages, and compliance with stringent VA security and privacy regulations.
