The procurement requires comprehensive device service including performance maintenance visits, repairs, priority response, software and firmware upgrades, and OEM-trained and authorized engineers with a service response time of 72 hours. Quotations will be evaluated using lowest price technically acceptable criteria, with evaluation proceeding sequentially through offers by price until a technically acceptable quotation with acceptable or neutral past performance is identified. The government intends to make one award from this solicitation, and all offerors must submit complete pricing for all line items to be considered responsive. Quotations must be submitted via email by February 18, 2026, with inquiries permitted up to 48 hours prior to the close date on February 16, 2026.

This procurement carries no set-aside designation and does not identify any current contractor or incumbent. The contract is structured as a one-year base period with four one-year option periods, extending the maximum contract duration through February 22, 2031, with all pricing on a firm fixed-price basis and FOB Destination terms. The service will be provided at the NEA Robert W. Holley Center for Agriculture located at 538 Tower Road, Ithaca, New York 14853. The Service Contract Labor Standards apply, with a prevailing wage determination for Tompkins County, New York requiring a minimum wage of $30.17 per hour for Metrology Technicians and mandated fringe benefits.
