Attachment 4 Performance Work Statement and QASP
Laboratory Device Service Plan, Ithaca NY
GENERAL INFORMATION
1. Scope of Work:
1.1. Laboratory Device Service Plan for one (1) Waters Corporation (Original Equipment
Manufacturer/OEM) Acquity H-class UPLC Liquid Chromotograph-Mass Spectrometer
System. The system details are as follows:
1.1.1. SN: F24CMP201G (column manager)
1.1.2. SN: F24FTP650G (sample manager - flow through needle)
1.1.3. SN: G24QSP326A (quaternary solvent manager)
1.1.4. SN: KBF7219 (QDa mass spectrometer)
1.1.5. Scope of service plan: The contractor shall provide a device service plan that includes a
Performance Maintenance visit, repairs, priority response, software and firmware upgrades, genuine Waters parts, priority phone support, and OEM trained and authorized engineers to maintain the equipment. All in scope requirements are included in the Firm Fixed Price.
1.2. Service performance is on site at a USDA Facility: 538 TOWER ROAD, ITHACA NY 14853
1.3. Period of Performance: Base period plus four option periods.
2. Definitions:
2.1. ‘CLIN’ – Contract Line Item, numbered. Established in the solicitation schedule, will start with “0001.”
2.2. ‘SN:’ - Serial Number
2.3. OEM – Original Equipment Manufacturer. Waters Corporation for the entirety of this
PWS.
2.4. ‘Calendar Days’- Every single day on the calendar (12 AM to 11:59 PM), including weekends, holidays, and non-working days.
2.5. ‘Business Days’ – Standard business days 8AM to 5PM Eastern with holiday exceptions as noted:

CONTRACTOR PERFORMANCE REQUIREMENTS
3. Technical Requirements/Tasks
The contractor shall provide a Device Service Plan for one (1) Waters Corporation (Original
Equipment Manufacturer/OEM) Acquity H-class UPLC Liquid Chromotograph-Mass
Spectrometer System. This device service plan guarantees prompt repair by OEM trained engineers as it is an essential component of maintaining a safe and functional instrument that provides the required level of USDA continuity of research.
3.1. System components covered for service and repair costs using OEM certified parts include mass spectrometer, quaternary solvent manager, sample manager, column manager, and
MassLynx software.
3.2. Service and repair visits from a team of 4 or more field engineers trained and certified by the OEM for the covered systems shall be made within 72 hours of service ticket entry.
3.3. Service coverage includes a Performance Maintenance visit, repairs, priority response, software and firmware upgrades, genuine OEM parts, priority phone support, and OEM trained and authorized engineers to maintain the equipment. Parts and services provided are specified below:
3.3.1. Solvent Management and Pumps:
3.3.1.1. Plunger Replacement
3.3.1.2. Plunger Seal replacement
3.3.1.3. Check Valve Replacement
3.3.1.4. Solvent filter replacement
3.3.1.5. Draw off and reference valve rebuild
3.3.2. Sample management systems:
3.3.2.1. Seal pack and needle replacement
3.3.2.2. Fluidpack assembly replacement
3.3.2.3. Fluidpack syringe replacement
3.3.2.4. Manual injector rebuild
3.3.3. Software, Firmware and Network:
3.3.3.1. Install software updates/bug fixes
3.3.3.2. Check and update firmware to be compatible
4. Contractor’s Key Personnel:
4.1. The contractor shall provide field service engineers and online/phone customer response representatives authorized and trained by the OEM of the serial numbered equipment detailed in Section 1 above to perform and document the service requirements.
4.2. Documentation from the OEM of the first and last name authorization of contractor personnel (at least four names see section 3.2) identified in section 4.1, dated as effective by at least the first day of the period of performance, shall be presented only if requested in writing by the Contracting Officer at any point after contract award.
4.2.1. This documentation shall be presented to the Contracting Officer in writing within one
(1) ‘business day’ of the written request.
4.2.2. The Contracting Officer may verify the documentation with the OEM.
4.2.3. If contractor personnel are added beyond the initial names, after the first day of the contract period of performance, the first and last names with OEM documentation shall be provided within (1) ‘business day’ of a Contracting Officer’s written request at any point after contract award.
5. Security Requirements: All contractor personnel shall always be in the presence of a USDA escort while on location. The names of contractor personnel may be verified to the response of inquiries as noted in Section 4.
6. Quality Assurance Surveillance Plan (QASP): The Government shall establish a QASP as a means of evaluating whether the Contractor is meeting the performance standards/quality levels identified in the PWS to ensure that the government pays only for the level of services received.
