About this opportunity

This pre-solicitation notice seeks proposals for three types of detonation cord identified by National Stock Numbers, including 1000 foot and 500 foot cords in standard and reinforced configurations as well as inert dummy cords. The Army Materiel Command Joint Munitions Command will issue a formal request for proposals to establish multiple indefinite-delivery/indefinite-quantity contracts for a five year period through full and open competition procedures outlined in FAR Part 12. Interested vendors may propose on any or all line items and submit multiple proposals. Questions regarding this future procurement should be directed to the points of contact by December 31, 2021.

There is no set-aside designation. Offerors are encouraged to submit proposals for any number of the line item requirements and multiple proposals from a single vendor are allowed. The anticipated contract type is IDIQ and the Army Contracting Command - Rock Island plans to award contracts with a five year ordering period.

Feedback is requested utilizing Questions Template found as Attachment 0008. Items of interest include :

  1. Is the requirement clearly defined? If not how can it be improved? (cite specific RFP page/paragraph/drawing references for clarity)
  2. Is the USG missing industry practices that could improve the item/procurement? (e.g. packaging, shipping, testing)
  3. Are any requirements unattainable by industry?
  4. Are any companies interested in engaging with the USG via "Industry Day" type communications either as large virtual meeting or individually? Note: NOT a commitment just gauging interest in regard to demand.

M458             1375-00-621-8373                   CORD, DETONATING, TYPE 1, CLASS E, INERT DUMMY

The USG is drafting a formal RFP to solicit and evaluate using FAR part 12 for the award of a 5 year IDIQ type contract.

USG may award multiple IDIQ contracts if in its best interest. (FAR 52.212-1( h )

Offerors are encouraged to submit a proposal for ANY number of line items (i.e. not required to price all).

Multiple proposals are encouraged under FAR 12 52.212-1 ( e ).

The anticipated release date of the formal RFP is unknown, please follow this posting for future updates.
