About this opportunity
The Drug Enforcement Administration (DEA) has published a Special Notice regarding the destruction of pharmaceutical waste collected during the National Drug Take Back Day initiative. The DEA intends to award a purchase order on a sole source basis to Veolia ES Technical Solutions LLC, located in Sauget, Illinois, for incineration services. This notice was posted on January 23, 2026, and represents a non-competitive procurement based on the contractor's unique qualifications. The acquisition will be conducted through simplified acquisition procedures under FAR Part 13, with a NAICS code of 562211. The performance period is scheduled from April 25, 2026, through June 30, 2026, with work to be performed in St. Louis, Missouri.
The primary objective of this procurement is to safely and securely destroy approximately 40,000 pounds of controlled and non-controlled pharmaceutical waste through incineration. Interested vendors must submit a capability statement to Jose Marin at jose.l.marin@dea.gov by the response deadline of February 6, 2026, at 10:00 AM EST, referencing solicitation number D-26-SL-0031. To participate, contractors must possess EPA approval for incinerating pharmaceuticals and hazardous materials, maintain required state and federal permits, and provide a secure incineration environment with the capability to complete the process within 4-6 hours of delivery. Pricing quotations are requested for three line items: a destruction fee based on unit price per pound, witness fees for two government representatives, and a potential disposal fee for a second burn if late submissions require it. Award will be made on a lowest price/technically acceptable basis on an all-or-none basis, with the government retaining sole discretion to determine whether to open the requirement to competition.
