About this opportunity
The Drug Enforcement Administration (DEA) has issued a Special Notice announcing its intent to award a sole source purchase order to Veolia ES Technical Solutions LLC for the destruction of pharmaceutical waste. The contract is specifically related to the National Drug Take Back Day, with a period of performance from April 29, 2025, through June 30, 2025. Veolia has been identified as the sole source contractor due to possessing the necessary state and federal permits for pharmaceutical waste incineration. The procurement will be conducted under FAR Part 13 Simplified Acquisition Procedures, with a NAICS code of 562211. The opportunity is not designated as a small business set-aside, and the government retains discretion regarding competition.
The primary objective of this Special Notice is to secure a contractor for safely destroying approximately 40,000 pounds of unwanted pharmaceutical waste collected during the National Drug Take Back Day. Contractors should note that this is a non-competitive procurement, and no Request for Quotation (RFQ) will be made available to other vendors. The submission deadline is March 20, 2025, at 10:00 AM EST, with the award to be based on best value and an all-or-none basis. Veolia ES Technical Solutions LLC is the only eligible contractor, as they are the sole identified vendor with appropriate permits for pharmaceutical incineration. The contract includes three primary line items: destruction of pharmaceuticals, witness fees, and a potential disposal fee for a second incineration if required. The government will make its final determination on the procurement solely at its discretion, in accordance with Federal Acquisition Regulation 6.302-1.
