About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 52 units of activated desiccant under NSN 7H-6850-015420774 for delivery to DLA Distribution Norfolk in Norfolk, Virginia. This procurement involves repair or modification services for a specialized desiccant product (part number 551-6685237 AY 97) where the Government does not own the technical data or rights necessary to contract with additional sources. The agency has determined it would be uneconomical to purchase the data rights or reverse engineer the part, leading to a sole source procurement under FAR 6.302-1 authority. The contracting office has indicated this will not be treated as a commercial item acquisition under FAR Part 12 policies. Interested parties have 45 days from the publication date of July 17, 2025 to submit proposals, quotations, or capability statements for consideration, with responses due by August 18, 2025.

This procurement is designated as a 100% total small business set-aside under FAR clause 52.219-6, though the specific type of small business set-aside will be determined in the actual solicitation and may include HUBZone, Service-Disabled Veteran-Owned, Women-Owned, or Historically Black College/University designations. The notice does not identify any current incumbent contractors or provide specific award values or budget ranges for this requirement. The 52-unit quantity represents the complete procurement need, and the goods are categorized under PSC 6850 for Miscellaneous Chemical Specialties. The Government intends to negotiate with only one source but will consider all proposals received within the 45-day response period. Award will only be made to offerors who meet the qualification requirements specified in FAR clause 52.209-1 at the time of award.
