Added: Jul 07, 2010 3:40 pm The U.S. Department of Transportation, Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center) is supporting the Federal Aviation Administration (FAA) Office of Environment and Energy, in facilitating the efforts of establishing new day/night average sound level (DNL) replacement metrics. The FAA's Office of Environment and Energy has indentified critical research needs to advance analysis of the impacts of aviation noise and to develop socially optimal mitigation solutions. One critical research need is to determine whether the current basis for establishing significant impact needs updating to better reflect the current state of community annoyance to today's aircraft noise exposure.

The Volpe Center, in support of the FAA, seeks a contractor to identify supplementary or replacement metrics to DNL that could help to better capture the relationship between community annoyance and noise exposure due to aircraft. A detailed statement of work will be set forth in the Request for Quotation (RFQ). The complete RFQ will be issued on or about July 22 2010. The applicable North American Industry Classification System (NAICS) code for this requirement is 541330 and the small business size standard is $4.5M. This procurement will be conducted in accordance with FAR Part 13, Simplified Acquisition Procedures on an unrestricted basis.
