Under the Authority of Federal Acquisitions Regulation, Part 6, Subparts 6.301 and 6.302, The U.S. Census Bureau, on behlaf of Bureau of Economic Analysis (BEA), intends to contract with Moody's Analytics, on a sole source basis to provide access to the Asset-Backed Commercial Paper (ABCP) research. Specifically,the vendor will provide access to up-to-date ABCP data, used to formulate quarterly estimates of international transactions and positions for foreign-owned companies in the United States that issue ABCP in the U.S. market. The period of performance will be a base year with 2 option years.
BEA believes that Moody's Analytics is the only responsible source that can provide the data services as needed by BEA. Any response to this notice must show clear and convincing ebidence that competition would be advantageous to the Government. In doing so, interested sources must have an active registration in the System for Award Management (SAM.gov), and submit detailed technical capabilities, pricing and other business information (including DUNS# and Cage Code) that demonstrates their ability to meet BEA's needs, to lisa.r.safewright@census.gov. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and all questions must be submitted via email to Ms. Safewright, referencing the Solicitation number in the subject line. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within fourteen (15) days from the publication of this synopsis, a contract may be issued to Moody's Analytics without further notice.
